2013年5月7日、NY州議会下院にて決議K415「世界知られる慰安婦を賞する記念碑を立てた韓国系米国人コミュニティを称える決議」が採択されました。

上院の決議は日本非難の要素が少なく、慰安記念碑を記念する、というような内容でしたが、下院決議は、2007年米国下院決議121号(慰安婦決議)を基にした文章で「慰安婦制度は日本政府による軍の強制売春で、集団強姦、強制中絶、身体切断や自殺を招いた性暴力で20世紀で最大の人身売買の一つである」とし、最後に「慰安婦記念碑を立てた韓国系米国人(Korean Amerian)コミュニティーを称える」と書かれています。

この決議を推進した議員はCharles D. Lavine議員です。

2013年1月29日、NY州議会上院にて、 決議J304「世界に知られる慰安婦に敬意を表しNY州慰安婦碑を記憶にとどめる決議」が採択されました。

19分27秒 ~ が慰安婦決議に関する審議です。
23分30秒~ 在米韓国団体の人物たちが、ずらりと並び紹介されています。

決議文は提出当初と内容がかなり変わっています。 前の決議文との比較はこちら
当初書いてあった、”2007年米国下院慰安婦決議に基づき日本政府は責任を受け入れこの犯罪について教育すべき” については、現在の決議文には書かれていません。前決議文にはJapanの文字が7文字入っていましたが現決議文は1文字だけで、日本とは関連が薄いような内容に変更されています。

「当初決議案には日本政府の謝罪を要求する内容が盛り込まれていたが、国際問題に介入しないという州議会規定によりこの部分は削除された。」という報道もありますが、そうであれば草案作成時点から分かっていたはずです。決議文の変更は日本からの抗議の影響ではないでしょうか。しかし、”20万人の若い女性が強制的に日本軍慰安婦になった”部分はそのままです。

議会後、発議したアベラ議員は、韓国系団体役員とコリアン報道(KBS, YTN news, SBS,)に囲まれて記者会見。(ニュースはこちら) 日本からの大量の抗議メールとメール内容が歴史偏向と批判していますが、サンプル文を利用して皆でメールを沢山送る抗議スタイルは米国内では良くあるやり方であり、良識ある政治家であれば反対請願が沢山来たような話題については触れません。彼の選挙区は慰安婦ストリート計画もあるNY市内クイーンズ地区が含まれています。ここには韓国団体KACEの事務所があります。

決議文の最後には、この決議文の送り先としてthe Korean American Public Affairs Committee, the Kupferberg Holocaust Resource Center, Korean American Civic Empowermentと書いてあります。上の動画で紹介されている人たちの団体です。韓国系団体に媚びた決議であることが明らかです。前の決議文にはNY日本領事館もあったのですが、今回のには書かれていません。

To the senators and representatives of New York state legislature;

I am writing this mail on behalf of all the Japanese who are concerned with the current U.S.-Japan relations.

I’d like to express my deep disappointment at the New York State Senate adopting the resolution J304-2013: Memorializing a Memorial Monument in the State of New York that pays tribute to those who have become known to the world as ‘Comfort Women’

As you may know, so-called comfort women are the women who worked during World War II as prostitutes for the Japanese military. This fact might sound immoral by present-day standards, but prostitution was a legal business in those days in many countries. Even around U.S. military bases, prostitution agents must also have existed during the periods of Japan occupation, Korean War, and Vietnam War.

However, as many as fifty years after the War, a bogus story was suddenly spread in Korea and Japan — a story that Japanese military abducted many women and forced into prostitution during the War. Nowadays, many Koreans living in the U.S. propagate fabricated stories that more than 200 thousand Korean women were abducted and worked as “sex slaves” during the wartime and that it was equivalent to the Holocaust.

These stories have been proven to be completely fictitious as a result of many researches by scholars and experts. In spite of their longstanding efforts, there has been absolutely no evidence of Japanese military’s coercing Korean women into prostitution against their will.

We cannot allow this kind of propaganda that insults Japan; their pretense hurts our pride and dishonors our ancestors. To protest this malicious gossip, we submitted two petitions to the White House, each with more than 30 thousand signatures, as follows:

U.S.-Japan alliance is the cornerstone of peace, security, and stability in the Asia-Pacific region. Anti-Japan propaganda activities based on the fictitious ‘comfort women’ issue do nothing but deteriorate the relationship among U.S., Korea, and Japan. Such movement only alters the situation to the advantage of North Korea and China.

We Japanese, who place a high value on the importance of historical facts as well as U.S.-Japan relationship, therefore protest decisively against the resolution regarding comfort women that is to be submitted to the New York State Assembly.

We know that American people cherish and esteem fairness, justice, and truth. We hope that you will make a truthful, fair, and objective judgment on this issue.

The term “comfort women” refers simply to prostitutes in wartime. But Koreans have long been promoting a false version of history that Japan abducted hundreds of thousands of Korean women and coerced them into sexual services for Japanese soldiers outside of Japan during World War Ⅱ. This is, for practical and logical reasons, a fictitious version of history.

Japanese government conducted careful investigations and examination of the related documents and listened to the testimony of witnesses from both Japanese and Korean. Based on their careful research, Japanese government officially denied military enforcement. And still, Japanese government made public apologies for former comfort women’s hard experiences.

Despite apologies taken places privately and by the Japanese government, the compensation for former comfort women, or other efforts such as Asian Women’s Fund, Koreans has no intention of forgiveness.

Koreans’ activities such as building comfort women memorials lead to unnecessary racial conflict and suffering of people of Japanese ancestry, and perpetrate the distorted truth to American citizens who are not familiar with this controversial issue between Japan and Korea.

I would like you to know these two petitions to the White House have reached more than 30,000 signatures and still getting more.

Remove the monument and not to support any international harassment related to this issue against the people of Japan.

    I am sending this message on the behalf of all Japanese who are concerned about the current US-Japan relationship.

    On January 8, NHK(Japan Broadcasting corporation) aired the news progaram in which they reported, under the topic title of “NY State Assebly to hear ‘Comfort Women’ resoluition, that State Senator Tony Avella and Assemblyman Charles Lavine demanded Japanese government’s apology for the forced prostitution of women serving the Japanese military during the WW2. And they also expressed their intention to submit it in the form of resolution to the New York legislature. And, according to Jan.17th edition of Sankei, one of the Japan’s leading newspapers, they they have submitted the current resolution.

    As you may know, so-called comfort woman are the women who worked during the WW2 as prostitutes for the Japanese military.
    That might sound immoral by today’s standards, but prostitution was a legal business in those days in many countries. Even around US military bases, such establishments must have also existed at the time of Japan occupation, Korean War, and Vietnam War.

    Most importantly, so-called WW2 sex slave story itself was totally groundless. It started with the malicious intention of one Japanese Communist Party member named Seiji Yoshida.

    In 1983, he wrote a book titled “My War Crime”. It was staged in the Korean Island named Saisyu-to(in Korean cheju-do). He mentioned that his unit rounded up some 200 women for the purpose of forced prostitution.

    However, in 1988, field research by both Japanese(Ikuhiko Hata) and local Korean Kyo Ei zen(in that Che-judo) Island disclosed that there was absolutely no such a thing as military-led women-hunt there.

    In addition, by the hearing from Seiji Yoshida conducted by 2 of the Chuo-University professors Satoshi Uesugi & Yoshiaki Yoshimi, has come to conclude that his statement were fictious since time & place of the incidence were unspecified.

    In 1996, weekly magazine Shukan Shinchou interviewed the author(Seiji Yoshida) and he confessed that he made a false statement for his personal gain. 2 years later, Yoshida made an apology to Ikuhiko Hata over the phone for his dishonesty of inventing a bullshit like wartime sex slave thing.

    Very strangely, before Yoshida’s sex slave book, there was no one who make wartime prostitute thing an issue. Despite eager investigation, there are absolutely no evidences found that those military whores were forced into that trade against their will. Post WW2 prove by the Allied forces concluded that those military prostitutes were quite well-treated;
    they were paid 45 times as high as rookie police at that time. Even higher than Japan’s Premier then. Receiving regular medical chck-up, given special meals better than the average Japanese diet at that time. Many of those women worked there could afford to buy a few houses on their earning. They could even choose their client(sounds like today’s exclusive prostitute?).

    We cannot put up with that kind of propaganda & lies fabiricated and circulated by the Koreans(homes & abroad) that 200 thousands Korean women were abducted by Japanese military and forced into sex slavery during the WW2.
    They seems to have an clear intention to undermine the ties between US and Japan by using a totally false allegation. And we take it extremely serious, especially when Communist China reveals its intention to invade Japan by force. Even looks like South Korea & China are working together to spoil the mutual trust & corporation between US and Japan, using such a dirty trick of comfort women slave legend.

    We know that American people value justice, truth, fairness. And We hope that you would make a fair, trustful,and objective decision as to this issue.

    ですが、強制連行の証拠はありません。これは、6年前の安倍内閣のときに閣議決定され、日本政府の公式見解となっています。閣議決定されるまえに、いろいろな調査がされています。
    さらに、慰安婦=追軍高給売春婦であったことは、彼女達が、当時の日本の兵隊さんの給料15円に比べて、1000円以上も給料をもらっていたという給与明細の資料から明らかです。
    当時の1000円というのは、日本軍の将校さんの給料800円よりも高いという情報もあります。

    朝鮮人のみなさん、歴史を直視すべきは、貴方方であり、歴史を捏造した韓国の教科書は、全面的に内容修正すべきです。
