2013年5月7日、NY州議会下院にて決議K415「世界知られる慰安婦を賞する記念碑を立てた韓国系米国人コミュニティを称える決議」が採択されました。

上院の決議は日本非難の要素が少なく、慰安記念碑を記念する、というような内容でしたが、下院決議は、2007年米国下院決議121号(慰安婦決議)を基にした文章で「慰安婦制度は日本政府による軍の強制売春で、集団強姦、強制中絶、身体切断や自殺を招いた性暴力で20世紀で最大の人身売買の一つである」とし、最後に「慰安婦記念碑を立てた韓国系米国人(Korean Amerian)コミュニティーを称える」と書かれています。

この決議を推進した議員はCharles D. Lavine議員です。

2013年1月29日、NY州議会上院にて、 決議J304「世界に知られる慰安婦に敬意を表しNY州慰安婦碑を記憶にとどめる決議」が採択されました。

19分27秒 ~ が慰安婦決議に関する審議です。
23分30秒~ 在米韓国団体の人物たちが、ずらりと並び紹介されています。

決議文は提出当初と内容がかなり変わっています。 前の決議文との比較はこちら
当初書いてあった、”2007年米国下院慰安婦決議に基づき日本政府は責任を受け入れこの犯罪について教育すべき” については、現在の決議文には書かれていません。前決議文にはJapanの文字が7文字入っていましたが現決議文は1文字だけで、日本とは関連が薄いような内容に変更されています。

「当初決議案には日本政府の謝罪を要求する内容が盛り込まれていたが、国際問題に介入しないという州議会規定によりこの部分は削除された。」という報道もありますが、そうであれば草案作成時点から分かっていたはずです。決議文の変更は日本からの抗議の影響ではないでしょうか。しかし、”20万人の若い女性が強制的に日本軍慰安婦になった”部分はそのままです。

議会後、発議したアベラ議員は、韓国系団体役員とコリアン報道(KBS, YTN news, SBS,)に囲まれて記者会見。(ニュースはこちら) 日本からの大量の抗議メールとメール内容が歴史偏向と批判していますが、サンプル文を利用して皆でメールを沢山送る抗議スタイルは米国内では良くあるやり方であり、良識ある政治家であれば反対請願が沢山来たような話題については触れません。彼の選挙区は慰安婦ストリート計画もあるNY市内クイーンズ地区が含まれています。ここには韓国団体KACEの事務所があります。

決議文の最後には、この決議文の送り先としてthe Korean American Public Affairs Committee, the Kupferberg Holocaust Resource Center, Korean American Civic Empowermentと書いてあります。上の動画で紹介されている人たちの団体です。韓国系団体に媚びた決議であることが明らかです。前の決議文にはNY日本領事館もあったのですが、今回のには書かれていません。

I am writing this mail on behalf of all the Japanese who are concerned with the current U.S.-Japan relations.

I’d like to express my deep disappointment at the New York State Senate adopting the resolution J304-2013: Memorializing a Memorial Monument in the State of New York that pays tribute to those who have become known to the world as ‘Comfort Women’

As you may know, so-called comfort women are the women who worked during World War II as prostitutes for the Japanese military. This fact might sound immoral by present-day standards, but prostitution was a legal business in those days in many countries. Even around U.S. military bases, prostitution agents must also have existed during the periods of Japan occupation, Korean War, and Vietnam War.

However, as many as fifty years after the War, a bogus story was suddenly spread in Korea and Japan — a story that Japanese military abducted many women and forced into prostitution during the War. Nowadays, many Koreans living in the U.S. propagate fabricated stories that more than 200 thousand Korean women were abducted and worked as “sex slaves” during the wartime and that it was equivalent to the Holocaust.

These stories have been proven to be completely fictitious as a result of many researches by scholars and experts. In spite of their longstanding efforts, there has been absolutely no evidence of Japanese military’s coercing Korean women into prostitution against their will.

We cannot allow this kind of propaganda that insults Japan; their pretense hurts our pride and dishonors our ancestors. To protest this malicious gossip, we submitted two petitions to the White House, each with more than 30 thousand signatures, as follows:

U.S.-Japan alliance is the cornerstone of peace, security, and stability in the Asia-Pacific region. Anti-Japan propaganda activities based on the fictitious ‘comfort women’ issue do nothing but deteriorate the relationship among U.S., Korea, and Japan. Such movement only alters the situation to the advantage of North Korea and China.

We Japanese, who place a high value on the importance of historical facts as well as U.S.-Japan relationship, therefore protest decisively against the resolution regarding comfort women that is to be submitted to the New York State Assembly.

We know that American people cherish and esteem fairness, justice, and truth. We hope that you will make a truthful, fair, and objective judgment on this issue.

The term “comfort women” refers simply to prostitutes in wartime. But Koreans have long been promoting a false version of history that Japan abducted hundreds of thousands of Korean women and coerced them into sexual services for Japanese soldiers outside of Japan during World War Ⅱ. This is, for practical and logical reasons, a fictitious version of history.

Japanese government conducted careful investigations and examination of the related documents and listened to the testimony of witnesses from both Japanese and Korean. Based on their careful research, Japanese government officially denied military enforcement. And still, Japanese government made public apologies for former comfort women’s hard experiences.

Despite apologies taken places privately and by the Japanese government, the compensation for former comfort women, or other efforts such as Asian Women’s Fund, Koreans has no intention of forgiveness.

Koreans’ activities such as building comfort women memorials lead to unnecessary racial conflict and suffering of people of Japanese ancestry, and perpetrate the distorted truth to American citizens who are not familiar with this controversial issue between Japan and Korea.

I would like you to know these two petitions to the White House have reached more than 30,000 signatures and still getting more.

Remove the monument and not to support any international harassment related to this issue against the people of Japan.

    このCommitteeで法案は審議され、通過すると本会議に提出されます。本会議では、余程のことがないかぎり、Committeeの意見は覆されないので、ここでの審議が大切となります。 万が一本会議で採択された場合、Governorがサインすることになるので、今度は、Governorにメールを送ることになります。私は弁護士ではないので、間違えていたらすみません。

    This report was written when Japan was the enemy of the USA. Therefore, there is no reason for the USA to distort the fact.

    The Netherlands’ women and Australian women, etc. were NOT comfort women. They were rape victims. Those rapes were conducted by criminals against Japan’s military rule and known cases were already taken to courts and criminals were already punished. Some were even given death penalties. Korean/Chinese advocates just take advantage of those rape cases and mix the rape cases with comfort women issues to mislead the world to disgrace Japan and Japanese people.

    In fact, a Korean nonprofit organization called Voluntary Agency Network of Korea (VANK) funded by South Korean government started a campaign in 2005 called “Discount Japan” to disgrace Japan and Japanese people because of their inherent culture of grudge.

    Comfort women were very unfortunate women. Many of them were sold by their parents for their lives during the extremely poor period. Some volunteered to do the “business” to support their family. Some were abducted/deceived by Korean brokers. We truly sympathize their miserable lives. However, about half of comfort women were Japanese who never asked compensation…it is shame to ask money for their prostitution.

    What Korean/Chinese advocates have been fabricating to disgrace Japan is that Japan as a GOVERNMENT abducted women/girls to be comfort women. Government abduction is a total fabrication.

    There is no objective evidence to prove the Korean/Chinese claim.
    All Korean/Japanese professors who study this problem seriously say that there is no objective evidence at all. There isn’t even a single newspaper article or a diary that says that Japanese government abducted women/girls. When 200,000 women/girls were abducted in the peninsula as Koreans claim, why there wasn’t a single protest or riot in the peninsula against the “abduction” back then.??? Won’t you fight against a government if your daughter/wife was abducted by the government???

    Korean/Chinese advocates have only unverified testimonies that change too often over time. For example, 金学順 (Kim Duk-Soon) who started the propaganda at first submitted her written testimony to a court that says that she was sold to a Korean sex trader by her parents. Later she changed her testimony and said she was abducted by Japanese soldiers.

    Please listen to words from Japanese conservatives also. As elected officials, you should listen to opinions from both sides, Korean/Chinese side and Japanese side before you condemn/humiliate anyone, then you can make your own judgment. Listening to only one side to help Korean/Chinese propaganda and helping them disgrace Japan and Japanese people is wrong.

    Bottom line: you all should listen to opinions from both sides and make you own judgment.

    50代の男です。学校では、日本が昔は悪いことをいっぱいした。戦争中に他国に迷惑をかけた。と教わり、そのまま信じていましたが、従軍慰安婦問題が話題になって、数年前からいろいろ調べるうちに、偽証言をした吉田青治や朝日新聞のせいで、日本人が事実でないことまで詫びさせられている現状を知って怒りを覚えています。先日図書館で韓国の歴史教科書の本を借りて見ましたが、韓国がいかにがんばったか、いかにすばらしいかのオンパレードで、びっくりしました。日本の教科書ではありえない自国賞賛の記述でいっぱいです。そんな国から歴史を見つめろ、反省しろと言われて日本人が何も言わないのは今までの日本の教育のなせる技でしょうか。ちなみに私は小学校では教科書に国歌は出ていましたが、決して教えられませんでした。今考えてみたら、自国の国歌を教えたらだめだという国なんて日本くらいなものです。
    また、不思議に思うのですが、韓国人は20万の従軍慰安婦がいたと主張していますが、日本兵と慰安婦の子供がいるとか、その子が日本を訴えているといったことを聞いたことがないのですが、韓国人が言うようにsexslaveの状態であれば、子供ができて不思議ではないですが、韓国人とベトナム人のの混血児の話は聞きますが、いったい日本兵と20万の慰安婦の子供はどこにいるのでしょうか。

    私も先ほど送りました。といいますのは、今、アメリカでは午前12時過ぎで、この時間にメールを送る人は少ないと思います。月曜の朝、メールを開ければ、受信箱の一番上の辺りにくるのではないかと思い、先ほど送信しました。出来れば、月曜(2013年1月28日)の朝、アメリカ時間8時半前(日本時間、月曜の夜10時半)までにメールしていただけるとありがたいです。

    Committeeでの審議は、いつされるかハッキリしないことが多いように思います。ですから、メールを送るなら

    です。Committee審議前を逃すと、次は、恐らく本会議前に抗議して、その後、知事がサインする前に抗議するぐらいです。

    失敗するかもしれませんが、徐々に真実が広がることに変わりはありません。

    私はプロではありませんがアメリカで、この手の活動に少し携わったことがあります。丁寧にしつこく(しぶとく)していくしかありません。議員にコネのある人は、最大限に使ってください。議員には丁寧に接してください。多くの議員が、正しい情報を持っていません。

    このコメントを遅く見た方、迷ったらメールを議員に送ってください。事実が少しずつでも広がっていくことに、かわりはありません。
