2013年5月7日、NY州議会下院にて決議K415「世界知られる慰安婦を賞する記念碑を立てた韓国系米国人コミュニティを称える決議」が採択されました。

上院の決議は日本非難の要素が少なく、慰安記念碑を記念する、というような内容でしたが、下院決議は、2007年米国下院決議121号(慰安婦決議)を基にした文章で「慰安婦制度は日本政府による軍の強制売春で、集団強姦、強制中絶、身体切断や自殺を招いた性暴力で20世紀で最大の人身売買の一つである」とし、最後に「慰安婦記念碑を立てた韓国系米国人(Korean Amerian)コミュニティーを称える」と書かれています。

この決議を推進した議員はCharles D. Lavine議員です。

2013年1月29日、NY州議会上院にて、 決議J304「世界に知られる慰安婦に敬意を表しNY州慰安婦碑を記憶にとどめる決議」が採択されました。

19分27秒 ~ が慰安婦決議に関する審議です。
23分30秒~ 在米韓国団体の人物たちが、ずらりと並び紹介されています。

決議文は提出当初と内容がかなり変わっています。 前の決議文との比較はこちら
当初書いてあった、”2007年米国下院慰安婦決議に基づき日本政府は責任を受け入れこの犯罪について教育すべき” については、現在の決議文には書かれていません。前決議文にはJapanの文字が7文字入っていましたが現決議文は1文字だけで、日本とは関連が薄いような内容に変更されています。

「当初決議案には日本政府の謝罪を要求する内容が盛り込まれていたが、国際問題に介入しないという州議会規定によりこの部分は削除された。」という報道もありますが、そうであれば草案作成時点から分かっていたはずです。決議文の変更は日本からの抗議の影響ではないでしょうか。しかし、”20万人の若い女性が強制的に日本軍慰安婦になった”部分はそのままです。

議会後、発議したアベラ議員は、韓国系団体役員とコリアン報道(KBS, YTN news, SBS,)に囲まれて記者会見。(ニュースはこちら) 日本からの大量の抗議メールとメール内容が歴史偏向と批判していますが、サンプル文を利用して皆でメールを沢山送る抗議スタイルは米国内では良くあるやり方であり、良識ある政治家であれば反対請願が沢山来たような話題については触れません。彼の選挙区は慰安婦ストリート計画もあるNY市内クイーンズ地区が含まれています。ここには韓国団体KACEの事務所があります。

決議文の最後には、この決議文の送り先としてthe Korean American Public Affairs Committee, the Kupferberg Holocaust Resource Center, Korean American Civic Empowermentと書いてあります。上の動画で紹介されている人たちの団体です。韓国系団体に媚びた決議であることが明らかです。前の決議文にはNY日本領事館もあったのですが、今回のには書かれていません。

To the senators and representatives of New York state legislature;

I am writing this mail on behalf of all the Japanese who are concerned with the current U.S.-Japan relations.

I’d like to express my deep disappointment at the New York State Senate adopting the resolution J304-2013: Memorializing a Memorial Monument in the State of New York that pays tribute to those who have become known to the world as ‘Comfort Women’

As you may know, so-called comfort women are the women who worked during World War II as prostitutes for the Japanese military. This fact might sound immoral by present-day standards, but prostitution was a legal business in those days in many countries. Even around U.S. military bases, prostitution agents must also have existed during the periods of Japan occupation, Korean War, and Vietnam War.

However, as many as fifty years after the War, a bogus story was suddenly spread in Korea and Japan — a story that Japanese military abducted many women and forced into prostitution during the War. Nowadays, many Koreans living in the U.S. propagate fabricated stories that more than 200 thousand Korean women were abducted and worked as “sex slaves” during the wartime and that it was equivalent to the Holocaust.

These stories have been proven to be completely fictitious as a result of many researches by scholars and experts. In spite of their longstanding efforts, there has been absolutely no evidence of Japanese military’s coercing Korean women into prostitution against their will.

We cannot allow this kind of propaganda that insults Japan; their pretense hurts our pride and dishonors our ancestors. To protest this malicious gossip, we submitted two petitions to the White House, each with more than 30 thousand signatures, as follows:

U.S.-Japan alliance is the cornerstone of peace, security, and stability in the Asia-Pacific region. Anti-Japan propaganda activities based on the fictitious ‘comfort women’ issue do nothing but deteriorate the relationship among U.S., Korea, and Japan. Such movement only alters the situation to the advantage of North Korea and China.

We Japanese, who place a high value on the importance of historical facts as well as U.S.-Japan relationship, therefore protest decisively against the resolution regarding comfort women that is to be submitted to the New York State Assembly.

We know that American people cherish and esteem fairness, justice, and truth. We hope that you will make a truthful, fair, and objective judgment on this issue.

The term “comfort women” refers simply to prostitutes in wartime. But Koreans have long been promoting a false version of history that Japan abducted hundreds of thousands of Korean women and coerced them into sexual services for Japanese soldiers outside of Japan during World War Ⅱ. This is, for practical and logical reasons, a fictitious version of history.

Japanese government conducted careful investigations and examination of the related documents and listened to the testimony of witnesses from both Japanese and Korean. Based on their careful research, Japanese government officially denied military enforcement. And still, Japanese government made public apologies for former comfort women’s hard experiences.

Despite apologies taken places privately and by the Japanese government, the compensation for former comfort women, or other efforts such as Asian Women’s Fund, Koreans has no intention of forgiveness.

Koreans’ activities such as building comfort women memorials lead to unnecessary racial conflict and suffering of people of Japanese ancestry, and perpetrate the distorted truth to American citizens who are not familiar with this controversial issue between Japan and Korea.

I would like you to know these two petitions to the White House have reached more than 30,000 signatures and still getting more.

Remove the monument and not to support any international harassment related to this issue against the people of Japan.

    私の名前は林 寛義、カナダに住んでいます。 2012年クリスマス前にNY州議会上院、下院の方々に私の書いた手紙をメール致しましたが、最近の情報では、上院で慰安婦についての議案が可決されたようです。 誠に残念に思いました。 私のように個人として議会に反対の手紙を出しても、その効果は限定的と考え、更に有効なシステムを作る必要があると考えます。

    私の提案:
    (1) 安倍政権誕生により自民党の議員の方々(山谷えり子氏、城内実氏、稲田朋美氏、など)と連携し、議員の方々より、外務省を経由し、在外公館より直にこれらの問題に日本政府代表として、日本国民に代わって対処、交渉など進める組織、チャンネルを確立し、切れ目なく、長期にわたり、戦ってもらうようにシステムをつくっていただきたい。
    (2) 慰安婦問題に対する海外への情報発信:  インターネットや印刷物、メディアなどを通じてこの問題を積極的に英語、スペイン語など外国語でも常時、情報発信をする部門を政府機関に設立してもらいたい。
    (3) 海外の在外公館はすでに議決された議案、慰安婦石碑などをフォローし、案件の撤回、碑や像の撤去を継続して求めてゆく。
    (4) 海外の地元有力紙に慰安婦問題の正しい歴史事実を広告掲載し、拡販する活動をする。

    以上、いままで、すでに議論され、考えられているものと思いますが、再考してみてください。

    1、日本帝国陸軍が作った慰安所制度は国際法に違反する。政府はその法的責任を認めよ。
    2、日本の性奴隷にされた被害者個々人に補償金を支払う。
    3、慰安所とそれに関する活動について、すべての資料の公開を。
    4、被害者の女性個々人に対して、公開の書面による謝罪を。
    5、教育の場でこの問題の理解を深める。
    6、慰安婦の募集と慰安所の設置に当たった犯罪者の追及と処罰を可能な限り行う。

     国連決議から11年後のアメリカ合衆国下院121号決議(底本はクマラスワミ報告書)は、国連決議「――特別(クマラスワミ)報告書の作業を歓迎し、その報告書に留意(聞き置く)する」を、「クマラスワミ報告書項目をすべきである」と踏み込んだ、勧告になっている。
    米国下院121号決議から約6年後のNY州決議の変化
     NY州決議1「本立法府は、世界に『慰安婦』として知られる人々を追悼するニューヨーク州内の碑を、記念すべきか、審議を差し控える」。
     NY州決議2「本決議の写しを公式文書として、韓国系米人公報委員会、カフェンバーグホロコースト支援センター、韓国系米人「市民の権利拡大」団体に送付する」。

     米国下院121号決議の底本はクマラスワミ報告書なので、上記「クマラスワミ報告6項目」と「NY州決議1と2」を比較すれば、違いは、一目瞭然である。
     米国下院121号の決議内容は、「クマラスワミ報告書項目をすべきである」との「勧告」だったが、約6年後の今回のNY州決議1の内容は、「本立法府は、世界に『慰安婦』として知られる人々を追悼するニューヨーク州内の碑を、記念すべきか、審議を差し控える」なので、決議拒否である。
     下院121号の決議相手は日本だったが、約6年後のNY州決議の、決議相手は決議2、「韓国系米人公報委員会、カフェンバーグホロコースト支援センター、韓国系米人『市民の権利拡大』団体」である。
     つまり、前記日本語訳文意は、「NY州で決議するように3団体から決議要請されたが、NY州では『決議はしない(審議を差し控える)』と決議し、公式文書として3団体に送付する」ということである。米国下院121号の決議からは後退し、国連決議の「留意」に近い。丁寧な決議拒否は、暗に、朝鮮人の愚行を諭しているかのようだ。
     国連決議の「留意(聞き置く)」は、勧告では無いので訂正不要。なんと利口な決議であったことか!今回のNY州決議(丁寧な決議拒否)を、ズバリ、予言していたかのようである。

    林さんの提案(1)~(4)について少しコメントさせてください。

    提案(1):山谷議員、城内議員、稲田議員は、頑張れ日本の会の会員にもなっておられ、その活動はチャネル桜(ニコニコ動画や、Youtubeで閲覧できます)でも紹介されています。ですから、海外の方にも是非、チャネル桜は一度視聴していただきたいです。また、チャネル桜には、時々、稲田議員のお父様のお姿を拝見することができます。
    私の知り合いには、チャネル桜を通じて、尖閣へのシナの侵略、沖縄でのシナ工作員の徘徊、韓国の竹島不法占拠の実態、従軍慰安婦=追軍高給売春婦であったことを知り、戦後の自虐教育の洗脳から覚醒し、日本を取り戻すという安倍総理を応援している人がたくさんいます。
    なので、まだ、自虐教育の洗脳から目覚めていない日本人(特に団塊世代、そして、高校生、大学生達にも)には、チャネル桜をもっと浸透させることが必要と考えています。

    なお、チャネル桜の中山恭子議員、すぎやま先生(DQ10の作曲者です)の国会議員を応援する会には、西村眞吾議員、中山成彬議員(日本維新の会)のような国士もいらっしゃいます。

    提案(2):シナは、三戦(世論戦(情報戦)、心理戦、法律戦)が巧です。
    さすが、孫子の兵法の国だけのことはあります。
    日本はこれまで、本当に三戦が貧弱だったと思います。自民党議員、日本維新の会の議員(特にチャネル桜にご出演の議員の方々)に、日本政府が正しい情報を発信する機関を設けてもらうよう働きかけを強めていきましょう。

    提案(3):チャネル桜で、すぎやま先生は、慰安婦問題の捏造について韓国が4000億円のロビー活動を米国で行っていて、一方、日本政府のロビー活動費は0(すぎやま先生は、これをゼロダの伝説と皮肉を言いながら、なげいておられました)です。
     日本の在外公館は、高級なワインを購入することには熱心ですが、こうした韓国の不法な活動にはまったくといっていいほど対応していません。なので、自民党議員から圧力をかけてもらうよう働きかけていきましょう。

    提案(4):昨年、2012年、11月7日付けの産経ニュースには、作曲家のすぎやまこういち氏やジャーナリストの櫻井よしこ氏ら有識者でつくる「歴史事実委員会」は6日、米ニュージャージー州の地元紙「スターレッジャー」(約37万部)に4日付で慰安婦問題に関する意見広告を掲載したと発表したとの記事が掲載されました。

    この広告掲載には、民主党の松原仁前拉致問題担当相や、野党時代の自民党の安倍晋三総裁ら国会議員38人も賛同者として名を連ねました。

    ですが、この広告掲載には、日本政府は一切の金銭提供をせず、すぎやま先生は多額の私費(一部には一軒の家が建つほどの金額との情報もある)を提供されたのです。

    ですので、広告掲載を一部有志が私費で続けることにはかなりの困難があり、これには、日本政府の資金援助が必要です。日本と日本人の名誉、なにより、戦いで命を落とされた多くの英霊達の名誉を守るためです。日本政府から資金援助を受けるために働きかけを強めていきましょう。

     写真には数十人の遺体が写っており、遺体の下衣は取られている。
    遺体の周囲には男性らが長い棒を手にして立っている。
     チョン氏は「犬が亡くなっても碑石を立てる日本人が自国の人だったら死人の遺体の下衣を脱がせただろうか。
    虐殺以上の蛮行」と憤った。
    棒を持っている男性らは大震災当
    時、朝鮮人を虐殺した自警団と推定されるという。

     関東大震災が起きた当時、日本政府は荒れた民衆の気持ちをなだめるため、「朝鮮人が井戸に毒を投げ込んでいる」などの流言飛語を流し、興奮した日本人により在日朝鮮人約2600~約6600人が虐殺された。

    阪神大震災を経験した身としては、自分の家と家族を失い、火に追われ逃げ惑うときに、他人を追い掛け回して殺すほどのエネルギーは誰も持ち合わせていない。ただ、見知らぬ人でもお互いに救助しあい、助かった者同士身を寄せ合って、すすり泣き、明日からの寝るところを探すのみ。東北大震災でも、テレビで見ていたら分かるはず。それでも昔はこんな嘘を真に受けて、教科書にまで載せたとは。

    TVで本来親日の方であるケビン・メア氏の言葉を聞いてひとつ気づくことは、この問題に対してご本人含めて詳細には興味がない、強制の有無とかどうでもいいし売春婦かどうかも関係ない、要は日発端として日本が侵略戦争を起こしたのが悪いんだからという驚くべきものでした。しかしこの言葉は衝撃である一方、非常に興味深く米国という国の立場を現していると思います。彼らにとってはやはり所詮他人事であり、日本が事実に関係なく黙ればいいという程度の問題だと肝に銘じる必要があるでしょう。これを打破するには、実際にこういう議決を行う以上は当事者として同じ土俵に立ってもらう、他国を巻き込むべきでないという日本的な「慎ましさ」の価値観をこの問題においては一切捨てる必要があると思います。その上でやるべきことはベトナムでの米軍従軍慰安婦を性奴隷として同様に土俵にあげる必要があるでしょう。感情的に見ると過激だと思われるかも知れませんが、他人事として日本への政治的圧力をかける以上、当事者としての自覚を持たれない限りは公平な視点の構築はありえないという認識が必要だと感じます。現在中国北朝鮮の日米離反工作がさかんな中もちろんリスクはありますが、そのリスクは米にとっても負うのだという認識を持ってもらうために日本も覚悟を示す必要があると思います。http://youtu.be/KM8WxGpfQj0
