4月23日にメリーランド州モンゴメリー郡議会が慰安婦宣言を採択しました。

内容は
「日本政府は戦時中にアジア太平洋の20万人以上の若い女性を性奴隷にした。
日本軍の慰安婦制度は規模と残虐性於いて20世紀最大の人身売買の一つ。
元慰安婦の証言によれば、日本軍によって拉致、慰安婦にされ 集団強姦 や 強制流産、恥辱、身体切断、死亡、自殺を招いた性的暴行」などに苦しんだ。
モンゴメリー郡は、WWⅡ慰安婦へ犯罪を非人道的犯罪として世界が決して忘れることがないよう決意する。」

I hope this email finds you well.

We have learned the Montgomery County Council passed “the Proclamation commemorating World War II ‘Comfort Women’ and Efforts to Combat Human Trafficking” on April 23rd, 2013.

Despite your intention for prevention of the human trafficking, we regret to express our deep disappointment that you acted on the story which was not based on the data through any official research by your government but written based on fabrication.

We understand that human trafficking issue existed during the war time as a social problem. Not only in Japan but also in places in Asia where women worked as comfort women for army because their family owed due to the poverty. During the Korean War or the Vietnamese War, many of such women existed as well.

Base on those false allegation to Japanese government in the proclamation, we understand that the monuments built in Nassau County, New York and in Bergen County, New Jersey engraved the phrase “more than 200,000 women and girls who were abducted for the use of sexual slavery by the armed forces of the government of Japan 1930’s – 1945 known as ‘Comfort Women”. This is NOT true. According to the research and data that Japanese government did, any evidences of the Japanese military’s involvement of abduction of those comfort women were not found.

If “the acquisition of young women estimated to be more than 200,000 for sole purpose of sexual slavery to the Imperial Armed Forces” and “the comfort women system is one of the largest cases of human trafficking in the 20th century” is a fair fact, you as councilmen have an obligation to present reliable primary source which will fully convince the world.

Japan has been a Rechtsstaat and democratic country. We place high values on the importance of historical facts as well as U.S.-Japan relationship.

If the U.S.-Japan alliance is the cornerstone of peace, security, and stability in the Asia-Pacific region as Obama administration claims, these anti-Japan propaganda activities by our neighboring countries based on the fiction would do nothing but deteriorate the relationship among U.S. and Japan. Such movements not only risk the relationship among our younger generations but also alter the situation to the advantage of North Korea and China where democracy does not apply.

We will keep raising our voice that we won’t tolerate this kind of propaganda to insult Japan and dishonor our ancestors. To protest, Japanese citizens submitted two petitions to the White House, each with more than 30 thousand signatures, as follows:

Remove the monument and not to support any international harassment related to this issue against the people of Japan”

As last, if your claim is fair and based on the fact, we demand the Montgomery County Council to show 1; the fact that this proclamation is based on the specific historical facts and the allegation is not false, 2; the detailed plan what you demand to the Japanese government to take action as prevention of human trafficking.

We know that good American citizen cherish and endorse fairness, justice, and act based on the truth as well as being courageous. We surely hope that you as councilmen for the people of Montgomery County will make a truthful, fair, and objective judgment on this issue.

    お疲れ様です。お受け取りになったのは発信者全員に対する定型の自動返信メールです。
    内容は、「2,3週間のうちに返答するが、緊急要する案件であれば電話してほしい」というものです。しかしN.Navarro議員からはその後何の返答もありません。あったのはV.Ervin議員からのみです。(20参照されたし。)それに対して私は28で反論するもそれ以後何の返事もありません。返答できない何かやましいものを感じます。それとも議員らの知的水準が低すぎるのか?

    米国議会で議員達がResolutionやProclamationを作成するにあたり情報提供をしているところが“米議会調査局”。モンゴメリーのErvin議員にしろNY州、NJ州の議員達にしろ私達が提供した真実の歴史資料には興味も持たず学ぼうともせずただ米議会調査局から提供された情報で決議してしまうといる構図が見えてくるのは私だけでしょうか。

    アメリカは日本を悪い国にしておく必要があり、近隣諸国と離反するようあえて火種(竹島、北方領土、尖閣)を撒きのらりくらりしている。国際社会は今も昔も何が正しいかではなく、どちらが強いかで物事が決まるので日本は今こそ富国強兵してアメリカから自立する必要があると切に思いました。

    モンゴメリーの決議には怒りさえ覚えました。
    (ただし、人身売買を全面に出してきたということは誘拐、拉致等他の理由が根拠薄弱であることによるあせりからではないかとも受け取ることができます)
    日米の離反が結果として起こり中国の思うつぼという識者の意見ですが、原爆やGIに言及せざるを得ないほど猛烈な義憤にかられています。

    質問形式でモンゴメリーにメールしました。
    大変長いのでここには全文を掲載できんません。
    ここでは3、4、(GIと原爆)の項目のみご参考のため掲載します。
    (1、2、はなでしこアクションのひな形同様、primary evidenceを出せ、ということと20万人の根拠と誰がオーソライズしたのかという質問です。)

    3ではproclamationのJapanをUSAにおきかえるとこれは「事実」そのもになることを指摘した上、実際置き換えたものを送りつけました。コピペするとこちらの欄では訂正二重線等が消えてしまうため抹消する部分は()をつけておきました。

    今回だしたメールはある程度加工して、NJ等今まですでに出したところへも送信する予定です。
    また日本語要約を付記し神奈川県議員にも送る予定です。

    But I would like to propose to revise the Proclamation in the following words since you passed it with efforts. Let’s replace the word Japan by USA. Then the content of this revised Proclamation is a real fact including 200,000 victims of Japanese women contrary to the fabricated comfort women story.
    As proof of this fact, there are many evidences, many testimonies of Japanese prostitutes alive and of their fatherless children and witnesses. You can be afforded as much as you wish. If you visit Japan, I will guide you to the cemetery for GI babies (fatherless babies) who were killed by those who concerned including American soldiers, as socially undesirable existence or to hide crime of rape, of whom the number amounts to about 1000 only in Yokohama.

    WHEREAS, the government of (Japan) USA, during its (colonial and wartime occupation of Asia and the Pacific Islands) Japan, from (the 1930s) 1945 through the duration of its occupation after WW2, commissioned the acquisition of young women-estimated to be more than 200,000-for the sole purpose of sexual slavery to (the Imperial Armed Forces) GHQ ,General Headquarters ,who became known to the world as (ianfu) panpan or “(comfort women) simply prostitute”; and

    WHEREAS, the “(comfort women) panpan prostitution” system of forced military prostitution is considered unprecedented in its cruelty and magnitude and is one of the largest cases of human trafficking in the 20th century; and

    WHEREAS, many surviving (comfort women) Japanese women have testified that they were kidnapped by (Imperial Japanese soldiers) GHQ soldiers and forced to serve as prostitutes, often enduring cruelty such as gang rapes, forced abortions, humiliation and sexual violence, resulting in mutilation, death, suicide, or permanent health damage.

    4, According to the 20th century’s top 100 news stories by AP, “United States drops atomic bombs on Hiroshima, Nagasaki” is listed as a head story.
    I think this is the very unprecedented crime that no one can justify.
    Do you agree with me?
    Do you know where the center of explosion in Hiroshima was?
    Do you believe in the lie that the drop of atomic bomb was necessary to end WW2?
    The truth is that the aim of the drop was for an experiment for massacre.

    The center of explosion of atomic bomb on Hiroshima was a primary school.

    「NYタイムズのための慰安婦問題入門」大変参考になりました。
    書かれている慰安婦問題の経緯自体は今までの情報整理でつかんでいましたが、現在の米国メディア等がその経緯をほとんど知らずに「残酷日本軍」という洗脳されたイメージで慰安婦をとらえていることは驚きです。少しは勉強して経緯を知っているものと思っていましたから。メディアがこの程度では議員連中が勉強しているわけがありませんね。

    確かに、あるアメリカ人とのやり取りで、知っているだろうと思いながらもあえて詐欺話から始まった慰安婦経緯をふくめ少し丁寧に説明を試みた結果、その人は少なくとも中立になりました。(結局韓国慰安婦の話以外の情報を得ることもなくその話だけを信じていただけだったわけです)
    池田氏の言う、「必要なのは批判ではなく治療」。

    西岡力先生の慰安婦英文は池田氏以上に詳しく書かれているのですが、記者、議員が読むには少し長いうな気がします。
    もう一度まとめてみたいと思います。

    44で石川直幹さんのおっしゃる「人身売買を全面に出してきた」というのは重要なポイントですね。それを逆手に取って、ブラウンミラーのベトナム戦争のレポートを利用したらいいのではないでしょうか。日本のケースも理解してもらいやすいと思います。今回の橋下発言ともかなり関連があります。
