The Korean American Forum of California has requested City Council approval of a Resolution of Support regarding United States House of Representatives Resolution No. 121 (HR 121) which states the official position of the United States government regarding the tragedy of human trafficking and the “comfort women” system.
Recommendation by Administration:
1. Authorize Mayor to execute Resolution of Support.
2. Support Fullerton Museum Center Association as they consider options for the display of a Peace Monument.

1. Japanese people are strongly opposed to the idea because the monument will create a conflict among people, leading to hate crime and children bullying not only in your city but also elsewhere. I hear there is such a case in Glendale monument.

The “hate Japan” education in their homeland has been promoting the atmosphere even in the U.S. 70 years after the last war. 3. They have been publicizing fabricated information of “200,000 abducted sex slaves”. The U.S. official document, “UNITED STATES OFFICE OF WAR INFORMATION, psychological Warfare Team Attached to U.S. Army Forces India-Burma Theater, APO 689 ( http://nadesiko-action.org/wp-content/uploads/2013/02/Japanese-Prisoner-of-War-Interrogation.pdf )proves such allegation is false.
4. The proposer has been insisting that this is a human rights issue. It may be true. But, instead of blaming only Japan, it is more appropriate to address all major human rights issues in the world and learn from the cases to solve them and prevent from happening again.

I would strongly ask you would vote against the proposal at the forthcoming city council meeting. Thanks you very much.

1, The House Resolution No. 121 relies on the “Kono Statement” in 1993 (the Statement of the Chief Cabinet Secretary of Japan in 1993) which has been understood to acknowledge the forcible prostitution by the Japanese Imperial Army. But a special team designated by the Japanese government to verify the process of the “Kono Statement” has recently publicized the result that several important factorial elements including forcibility by the Army have been twisted due to political requests from the Korean government at that time. Mr. Kono, himself, has expressed that the result of the investigation is 100% right. So, the validity of the Kono Statement has collapsed. Consequently the ground of the Resolution has collapsed also.
2, About 40 local assemblies of Japan adopted resolutions of support on the Kono Statement in the past. But now that its validity has collapsed, they have lost the ground of the resolution and face serious problems and critics. Because these local assemblies intervened the international political and diplomatic issue as well as the historical views regarding to which the competence is very doubtful.
3, So do the local assemblies and local governments in USA. Adding that problem, in USA, they will meet a serious division of communities, since The Korean American Forum of California as well as cooperating Global Alliance for Preserving the History of WW II in Asia (in original Chinese name, “Against Japan” is put down clearly) aim a racial discrimination against Japanese under the mask of human rights.
4, Japan is one of the countries respecting the human rights most. Japanese successive prime ministers have expressed remorse towards the former comfort women on the base of the current value of the human rights. But neither they nor Japanese nation have acknowledged so-called “sex slaves” which is totally a misconception. The US Army Official Report in 1944 describes that comfort women are very well paid and have free time to enjoy.
5, I really wish that you take a fair and decent decision at the forthcoming city council meeting.

4、日本は最も人権を重んじる国の一つです。代々の首相は、現在の人権の価値を基準に、元の慰安婦の方々に謝罪の意を表明してきました。しかし、首相も国民も決して慰安婦が性奴隷であったことを認めていません。1944年の米軍オフィシャルレポートには、慰安婦は高額の報酬を受け取っており、自由時間もあったと記述されています。
5、来るべき市議会においては、公正で良識ある決定をなされることを望みます。

I am writing to you because I was very shocked at “11. Support of House Resolution No. 121, Regular Meeting Agenda August 19, 2014 – 6:30 P.M.”.

Some Koreans who live in the US have been promoting anti-Japan propaganda based on fabricated data and information during and before World War II. I am sure that you know World War II ended in 1945 when Japan surrendered to the United States Armed Forces. Sixty nine years have passed already since then. Even now many Koreans have been still accusing Japan for historical incidents which didn’t occur.

If there are any issues between South Korea and Japan, they should be settled by the two countries without getting a third country involved. Prime Minister Abe of Japan has been suggesting earnestly to President Park of South Korea that the two leaders should meet vis-à-vis to discuss how to develop healthy relations between the two countries through solving issues if any. President Park has been, however, visiting many countries where she has kept denouncing Japan with fabricated information during and before the war time by ignoring the suggestion of a face-to-face meeting of Premier Abe.

Further, President Park of South Korea has been encouraging Korean people living in the US to spread anti-Japan propaganda through putting up comfort women statues in several cities. This comfort women issue has been fabricated by a Japanese fiction story writer called Seiji Yoshida (Ref: http://jpnso.blogspot.jp/2013/08/timeline-events-on-comfort-women-issue-2.html), and recently Asahi Shimbun which had been adding fuel to fire of this issue by supporting the book written by Yoshida admitted that the book didn’t have correct information (Ref: http://the-japan-news.com/news/article/0001478078).

The comfort women issue has swollen owing to the fiction book written by Yoshida and related articles written by Asahi Shimbun for more than 32 years. Now the grounds for the comfort women issue has been completely denied.

Under the circumstances, if you want to support Koreans by believing their arguments which accuse Japan for comfort women in the past during and before the war time, you will make a serious mistake in addition to your interfering with international issues which are beyond your authorization and power. Moreover, as I mentioned above, any issue between Japan and South Korea will have to be settled by the two countries. This is international commonsense. I never believe that you want to interfere with the issues which have nothing to do with your municipal affairs and that you want to overstep your authority.

I will be glad if you understand that so many Japanese people are very angry with Koreans who have been accusing Japan and Japanese in the US and that some American municipal politicians have been supporting such anti-Japan Koreans.

Do you know that the US headquarters of Toyota will leave California for Texas step by step? Does that decision have anything to do with anti-Japan campaigns being promoted by anti-Japan Koreans? In fact many Japanese people living in California, especially Japanese children, are accused and bashed by anti-Japan Koreans. Even if you asked Toyota for its reason, they would never tell it to you because Japanese are in general unassertive unlike Koreans.

I have a strong feeling that many Japanese companies which have advanced to California might be planning to evacuate California and move to other cities and states if American municipal politicians overstepped their authorization by supporting anti-Japan Koreans who have been promoting anti-Japan propaganda based on fabricated data and information. In other words, municipal American politicians who want to support anti-Japan Koreans in California are indirectly trying to coerce Japanese people to leave California.

I sincerely hope that you will not upset Japanese people in the US and also Japan. Majority Japanese citizens love Americans. Please don’t make us dislike Americans and please do not chase away Japanese companies in California.

在米韓国人がWWⅡ戦中戦後の捏造の資料に基づいて反日プロパガンダを宣伝しています。ご存じのように1945年日本は米国軍に降伏しました。69年経った今も韓国人は起こってもいない歴史について日本を告発し続けています。日韓に問題があるならば第三国を巻き込まず二国間で解決すべきです。日本の安倍首相は韓国の朴大統領に二国間の健全な関係を発展するために会談を提案していますが、朴大統領はこれを無視し、各国でねつ造の情報で日本非難を続けています。更には朴大統領が後押しし、米国にて韓国系が各地で慰安婦像を立てています。この慰安婦問題は吉田清治という作家のフィクションでねつ造されたものです。(URL)この本を支持し火に油を注いでいた朝日新聞は最近この本は間違いであったと認めました。この吉田氏本と朝日新聞によって32年間広まったこの慰安婦問題はその根拠が否定されました。この状況で日本を非難する韓国系の慰安婦問題を支持するのならば市の権限を越えて国際問題に介入することになります。日韓問題は二国間で解決すべきです。米国において韓国系が日本を糾弾し、米国地方議員反日韓国人をが支持していることに日本人は大変怒っています。トヨタ社の米国本部がカルフォルニアからテキサスに徐々に移っているのをご存知でしょうか。韓国系の反日行動と何か関係があるのでしょうか?カルフォルニア在住の日本人、特に子供たちが虐められています。日本人は韓国人と違って内気なので、トヨタ車に尋ねたとしても答えないでしょうが。韓国系の捏造プロパガンダの反日活動を地方議員が支援すれば、日本の会社はカルフォルニアから撤退するのではないかと私は考えています。言い換えれば反日韓国系を支持する政治家は間接的に日本人をカルフォルニアから追い出していることになります。米国と日本にいる日本人を怒らせないで下さい。日本人の多くは米国人が好きです。日本人に米国人を嫌いにさせないでください。そしてカルフォルニアから日本企業を追い出さないで下さい。

    【セドナ(アリゾナ州)=中村将】韓国系団体から慰安婦碑の設置を提案されていた米カリフォルニア州フラトン市の博物館が、設置を見送る方針を固めたもようだ。設置に反対していた米国市民に19日(現地時間)、同市市議から「設置されない」と連絡があった。慰安婦像や碑をめぐっては、4月のカナダ・バーナビー市、今月の豪州・ストラスフィールド市に続く設置見送りで、反対派の日本人や米国人の働きかけが功を奏した形だが、韓国側の出方が注目される。

     碑の設置を提案したのは、同州グレンデール市の慰安婦像設置を推進した「カリフォルニア州韓国系米国人フォーラム」(KAFC)。フラトン市議会は昨年8月、KAFCが提案した、慰安婦問題を人身売買と関連づけて日本政府を非難する決議案を賛成多数で採択した。

     フラトン市は、米連邦下院外交委員長で、慰安婦問題で日本非難を続けるエド・ロイス議員の選挙区の一部。市議会で決議案が採決された際、ロイス議員も訪れ、決議案に賛成の立場からスピーチしていた。

     これを受け、慰安婦碑を市立博物館の敷地内に設置する提案がなされ、在米日本人や日系米国人らによる大量の反対署名や電子メールなどが同博物館に寄せられた。こうした背景などから、設置に反対する博物館委員も少なくなかったといわれる。慰安婦像・碑の設置は最近、歴史認識より地域の調和といった観点から見送られる傾向にある。
