Mr. Chair,
At present, the relationship between ROK and Japan faces its greatest crisis ever.
This has much to do with current issue of mobilized wartime Korean labourers.
The Korean judicial ruling and governmental attitude derive from erroneous belief that Korean labourers were forcibly abducted and made to work like slaves.
However, many Koreans went to Japan voluntarily, and conscription was practiced according to legal process.
Wages were paid impartially to all workers, Japanese and Koreans alike.
Their wages were very high.
And then, wartime Korean labourers lived a free and easy life.
Korean and Japanese scholars and politicians who exaggerate and distort history should stop such kind of arguments.
We want this council to recommend ROK government as follows,
1. Korean government to investigate this historical issue solely based on the primary evidences rather than distorted evidences from unknown sources,
2. Korean government needs to cooperate with Japanese government in order to solve this problem, before the relationship become bankrupt.

Thank you Mr. President.
Republic of Korea’s supreme court ruled that Japanese enterprises must pay reparations to Korean individuals because, during the WW2, Japanese companies forcibly mobilized Koreans to work as slave labor in the Japanese factories.
However, this is totally against the historical truth.
The matter of the fact is, many of those Korean men voluntarily applied and worked in Japan due to much higher wages in Japan.
In 1944, the requisition order was announced and applied to Korean men as wartime labors which is legitimate order under the International law.
In 1965, bilateral treaty was made between Japan and the ROK government acknowledging the issue is “finally and completely” resolved.
Nullifying the treaty and demanding reparation is violating the human rights of the Japanese people.
We demand this Council to recommend the ROK government as follows;
1. Stop violating the human rights of the Japanese people by exploiting ROK’s immature legal system.
2. Strictly keep the bilateral treaty of 1965.
