【ご報告】サンフランシスコ有志より　　2017.11.2

本日（11/2）、サンフランシスコ(SF)市予算財政委員会にて、慰安婦団体からの寄付承認決議の承認が行われました。

市議会場には、寄付をする慰安婦団体からリーダーのリリアン　シンを含め３人が来ていました。まず、リリアン　シンが寄付をする側の代表としてコメントをしました。

それから、私たちSF慰安婦碑反対有志７人が反対のスピーチをしました。その後、慰安婦団体からの２人もスピーチをしました。

市議の一人からは大変美しい像をありがとうなどのコメントがあり、決議は全体のボードミーティングに送られました。

SF市と姉妹都市の大阪市長がSF市長に説得を試みていらっしゃるようで、全体のボードミーティングで否決されない場合は、なんとかSF市長には拒否権の発動に踏み切ってもらいたいものです。

現在の時点では、皆さんから市議へのメール等のご協力を賜りましたのに、SF有志の力至らず、慰安婦碑の寄付承認決議が全体のボードミーティングに送られることになり残念で悔しい思いです。

今後とも何卒よろしくお願い申し上げます。

既にご存じの方も多いとは思いますが、慰安婦碑はサンフランシスコ市の公園に建立され公開されています。この度１１月２日の予算財政委員会にて慰安婦碑をアートとして市に寄付するという遡及的な決議案が審議されることになりました。

決議は慰安婦碑のアート（$190,000）と２０年以上のメインテナンス費用（$208,000）の合計 ＄398,000（約４千５百万円）の寄付を承認するという内容です。

これを阻止するためにサンフランシスコ市長、市議会議員、市芸術局、メディアに反対のメールを送っていただきたく、どうかよろしくお願いします。

ユネスコ世界の記憶の発表に対する声明

~ 国連、慰安婦問題で大きな曲がり角 ~

２０１７年１０月３０日、ユネスコ「世界の記憶」は、私たち日米４団体、慰安婦の真実国民運動（日）、日本再生研究会（米）、メディア報道研究政策センター（日）、なでしこアクション（日）が「世界の記憶」に申請した「慰安婦と日本軍の規律に関する文書」について登録判断を保留し、「慰安婦の声」申請者との対話を促すと発表しました。これについて以下の通り私たちの声明を発表いたします。

今回のユネスコの判断は私たちの主張の存在を認めたものであり、国際機関としては画期的なできごととであると私たちは受け止め歓迎いたします。ユネスコの促す対話に私たちは喜んで応じます。

ご承知の通り、慰安婦に関しては二つの申請がなされていました。一つは私たち日米４団体が申請した「慰安婦と日本軍の規律に関する文書」、もう一つは８か国連合が申請した「慰安婦の声」です。

この度の発表によると国際諮問委員会は、二つの申請を政治的対立案件と認識し、現段階では審査しえないと判断したようです。

「慰安婦問題」については過去いろいろ複雑な経緯がありましたが、組織的な「強制連行」や「性奴隷」を裏付ける資料は発見できず、強制連行を自白した著作物も著者による作り話であったことが判明しています。

これは、日韓政府が行った合同調査や米国議会が長年かけて行った独自の調査により明らかになったものです。これらの調査により、「慰安婦」とはいわゆる戦時における風俗業従事女性であることが再確認されました。更に慰安所においては厳しい衛生管理、品性を保つことを兵士及び慰安所側双方に求めた規則の記録も発見されています。

このような調査結果から、私たちは「慰安婦制度」を軍専用の公娼制度と位置づけ、その調査結果の元になった公文書を「世界の記憶」として登録申請いたしました。

一方、８か国連合は「慰安婦制度」を「性奴隷制度」であったと主張し申請いたしました。

一連の事前審査過程の中で私たちは「河野談話」が検証作業の結果、極めて政治的な妥協であったことを説明いたしました。ユネスコはこの点も踏まえ、「政治的対立案件」と判断したものと思われます。

なお、二つの慰安婦申請は全く両立しえない主張となっているにもかかわらず、それを裏付ける資料として同一文書がそれぞれの申請に含まれています。また、８か国連合申請には「ホロコースト」といった極めて不適切な表現等が散見されます。

そこで、私たちは両者間での対話が必要であることをユネスコに訴えてきました。こうした対話が行われればお互いの資料の検証が可能になり、慰安婦問題の調査研究に貢献するものと考えます。

現在ユネスコでは制度改革が進行中で、改革の重要な柱として、ユネスコを政治的目的のために利用させない、申請案件に問題が生じた場合はその解決の手段として関係者間での対話を基本とすることが盛り込まれています。

１０月１６日に行われたユネスコ執行委員会第２０２セッションにおいても、ユネスコの基本精神は対話と相互理解であり、この基本精神を遵守するよう、ユネスコ事務局長、国際諮問委員会等に要請しています。

これらの状況を踏まえると、この度のユネスコの判断は極めて妥当なものと考えます。

今後、ユネスコ「世界の記憶」事務局が関係者の対話の実現に向けて適切な対応を取ることを望みます。

【ワシントン＝加納宏幸】米国務省は１２日、国連教育科学文化機関（ユネスコ）のイリナ・ボコバ事務局長に対し、米国としてユネスコから脱退すると通告した。加盟国からの分担金滞納の増加や組織改革の必要性、さらにユネスコの見解に「反イスラエル」の傾向があることに対して懸念を示すためだとしている。

米国が「反イスラエルに懸念して脱退」するのであれば、日本が「反日に懸念して脱退」してもおかしくないのでは。

ユネスコ「世界の記憶」2016-17期申請の登録可否は１０月２４～２７日開催の国際諮問委員会（IAC）で決まります。

前期2014-15は中国が申請した「南京大虐殺」が登録されました。
今期、慰安婦は性奴隷として中韓日他団体が共同で登録申請している「慰安婦の声」の登録はどうなるか。

彼らと同じ資料（米国立公文書館保管アーカイブ）を登録申請している私たち団体は、ユネスコに対して彼らの団体との協議を要請していますが、何の対応もありません。（１０月１４日現在）

人権問題を議論する国連総会第３委員会は６日、「女性の地位向上」を議題に各国代表が演説し、慰安婦問題をめぐって北朝鮮と日本が論戦を繰り広げた。韓国も演説の機会があったが、慰安婦問題に言及しなかった。
 北朝鮮の代表は、日本が第二次大戦中に「非人道的で、目に余る人権侵害」を犯したと訴え、「２０万人の朝鮮女性や少女などを、強制的に日本軍のための性奴隷とした」と強調。日本は敗戦後、犯罪と認めていないなどとし、「国連は、日本が公式な謝罪と補償を行うまで圧力をかけ続けるべきだ」と訴えた。
 これに対し、日本代表部の斉藤純公使は答弁権を行使し、北朝鮮側の主張を「事実誤認で、まったく根拠のないことだ」と反論。「戦後７０年以上にわたり、日本人は人権と法の支配を尊重し、自由で民主的な国家を築いてきた」と述べ、「世界の平和と繁栄に一層貢献していく」と強調した。
