３月にアトランタの人権博物館（民営）設置に失敗した Atlanta Comfort Women Memorial Task Forceが、寄贈を持ち掛け、韓国系のJohn Park市議が提案しました。
６月３０日午前１０時に元慰安婦や像の作家などの関係者を招いての記念式典が予定されているとのことです。

現在、韓国以外で慰安婦像が公共地に建っているのは米国のカルフォルニア州グレンデールのみです。

日本政府は（米国政府も）「日韓両政府は、合意によって慰安婦問題は最終的かつ不可逆的に解決したことを確認した」つまり「既に解決した」としている。

ところが、韓国政府は合意５か月後の２０１６年５月から国連・拷問禁止委員会に対して「日本が合意内容３点、①法的責任の確認、②安倍首相の謝罪、③財団基金拠出、を全て履行するという条件で『最終的かつ不可逆的に解決する』ことになる」つまり「日本が充分に履行していないのでまだ解決していない」と説明している。

日本が１０億円出した後も同様の説明。

2. After intensive consultations between the Governments of Japan and the Republic of Korea on the issue of comfort women toward an early conclusion, the Foreign Ministers of both nations had a meeting on December 28 last year and reached an agreement on the issue. With this agreement, the two Governments confirmed that the issue of comfort women is resolved finally and irreversibly. Later on the same day, a phone call between the leaders of both nations was held and the leaders confirmed that both sides reached an agreement and honored such development.

The Additional Information appears to lack full and accurate explanation on the agreement.
To begin with, Additional Information overlooks the key elements of the agreement and highlights only a part of it. In fact, the agreement consists of the following three elements, the first two of which are not clearly presented in the Additional Information:
– acknowledgement by the Government of Japan of its responsibility for severely injuring the honour and dignity of the “comfort women”with the involvement of the military authorities,
– sincere apologies and remorse to the victims by Prime Minister Abe in his capacity as Prime Minister of Japan; and
-contribution by the Government of Japan of a lump sum funding from its budget to the foundation which the Government of the Republic of Korea will establish for the purpose of providing assistance to the victims.
In addition, paragraph 2 of the Additional Information, which states “the two Governments confirmed that the issue of comfort women is resolved finally and irreversibly” fails to refer to the conditional phrase in the agreement, which reads “ on the condition that the above-mentioned measures are faithfully implemented.“

P3)Along with what was stated above, the Government of Japan confirms that through today’s statement, this issue will be finally and irreversibly resolved on the condition that the above-mentioned measures are faithfully implemented.
※補足：同部分の日本外務省の英文は「this issue is resolved finally and irreversibly with this announcement, on the premise that the Government will steadily implement the measures specified in (2) above.」となっている。(2) は財団への10億円基金のこと。

Minister Yun:
P3-4) The Government of the Republic of Korea takes note of the statement by the Government of Japan and the measures leading up to the statement, and, along with the Government of Japan, confirms that through today’s statement, this issue will be finally and irreversibly resolved on the condition that the above-mentioned measures stated by the Government of Japan are faithfully implemented. The Government of the Republic of Korea will cooperate in the measures to be taken by the Government of Japan.

日本政府は長年、慰安婦についての誤解の事実関係を説明せず、「慰安婦問題は政治外交問題にしない」としてきました。
そのために、「慰安婦＝強制連行・性奴隷」が世界中に広まり、中国韓国の反日キャンペーンに利用されてきました。
しかし、２０１４/Ｈ２６年から日本政府も反論を始め、今では強制連行・性奴隷説を否定し、慰安婦問題は政治・外交・安全保障に関わる問題であるとしています。
それを説明する際の資料として以下の３つをご紹介します。
全て公式の資料です。あまり知られていないようですので、是非活用して下さい。

米国グレンデール市慰安婦像撤去訴訟原告を支持して日本政府が出した異例の意見書。２０１７年２月現在の慰安婦問題に関する日本政府の基本的立場や取組について記載されている。実質的に河野談話（H5/1993）を上書きする内容。

◆　ポイント
・慰安婦問題は意見が対立する、政治的に敏感な問題である。
・日本政府は、この碑の存在が日本政府ばかりではなく、米国、韓国政府にとっても外交上際立った障害物であるとの見解を持つ。
・慰安婦像は、米国連邦政府が支持・歓迎した２０１５年の日韓合意の精神に沿うものではなく、円滑な実施の障害になっている。
・グレンデール慰安婦像碑文に記載されている歴史上の記述の正確さに強く異議を唱える
・H27/2015年12月28日　ジョン・ケリー国務長官　記者会見　日韓合意を歓迎する声明を引用
「（日韓）両国が経済的な連携と安全保障の協力面で、地域と世界の問題に前向きな取り組みを継続する事を期待する。

◆　ポイント
・日本政府が発見した資料には、軍や官憲によるいわゆる強制連行を確認できるものはなかった。
・吉田清治氏（故人）が「私の戦争犯罪」という刊行物の中で、・・・事実を捏造（ねつぞう）して発表したため。
・国連特別報告者による報告書や人権条約委員会による非難・勧告には，一方的で裏付けの取られていない主張が記載されている。
・朝日新聞社により事実であるかのように大きく報道され、日本と韓国の世論のみならず国際社会にも大きな影響を与えた。
・２０万人という数字は具体的な裏付けがない。
「性奴隷」といった表現は事実に反する。（H26/2014年7月～）

国際社会では「日本政府は河野談話で慰安婦強制連行（性奴隷）を認ている」と誤解されてきたが、２０１６年６月に発表された検証報告では談話は強制連行を認めたものではないことを明確にした。
