第43会期 国連人権理事会 韓国政府に対する抗議声明

2020年6月16日、ジュネーブ国連人権理事会43会期にて、国連の協議資格を持ったNGOである「新しい歴史教科書をつくる会」と「国際キャリア支援協会」の合同ステートメントとして、韓国政府の度重なる慰安婦問題に関する2015年の合意違反に対して人権理事会に韓国政府への勧告を出すように要請しました。

この合同ステートメントはiRICH国際歴史論戦研究所を中心に、国際キャリア支援協会、慰安婦の真実国民運動、なでしこアクション、論破プロジェクト、テキサス親父日本事務局、真実の種を育てる会などの賛同の元に行われました。

副会長、有り難う御座います。

「慰安婦問題は。最終的かつ不可逆的に解決された」と明記された日韓両国間の合意にも関わらず、韓国のカン・ギョンファ外相は3年連続でこの会議に慰安婦問題を提起しました。

日本は、2015年の合意に基づいて、慰安婦を支援するために納税者のお金から約930万ドルを支払いました。しかし、それは使途不明となっています。

先月、元慰安婦の1人でありイ・ヨンス氏が記者会見を開き、かつて韓国政府とその市民から資金提供を受けていた慰安婦支援団体の代表であった「ユン・ミヒャンに搾取された」と述べました。

彼女によると、ユン・ミヒャンは30年間に渡って多額の寄付金を集めましたが、その寄付金は元慰安婦にはほとんど使われず、自分の不動産を購入するために使われていたということです。

彼女はまた「慰安婦は性奴隷ではなかった」と述べました。

最近、韓国政府は皮肉にも「歴史の修正」を違法にする決議を可決した。

歴史とは、裁判所が判断するものではありません。

副議長、

この理事会に以下の韓国政府への勧告を要請します。

1. 金銭的利益のために、そして日本叩きをするために高齢女性を虐待することをやめよ。

2. 日本政府から受け取った寄付金の使途を開示せよ。

3. 捏造物語や嘘に基づいた、日本叩きをやめよ。そして、

4. 日本と韓国の間の2国間合意を反故にするのをやめよ。

The foreign minister of ROK Kang Kyung Wha has brought the comfort women issue to this council for 3 consecutive years despite the bilateral agreement signed between Japan and ROK, stipulating “the comfort women issue has been resolved finally and irreversibly.”

Japan paid 9.3 million dollars from taxpayer’s money to support comfort women when the agreement was made in 2015. However, the spending of this money is unaccounted for.

The last month, one of the former comfort women named Lee Yong-soo said at a press conference, “I have been exploited by Yun Mi-hyang, who used to be a leader of a comfort women supporting organization funded by ROK government and its citizens.

According to her, Yun Mi-hyang collected a huge amount of donations for 30 years but the donations were hardly used for former comfort women but used to purchase several real estate properties for her own use.

She also said that comfort women were not sex-slaves. Recently, the ROK government ironically passed legislation to make it illegal to “revise history.” History is not something that is judged by the court.

We request this council to recommend that the ROK government

1. stop abusing elderly women for monetary benefit,

2. disclose the use of funds provided by the Japanese government,

3. stop Japan bashing based on falsified stories and lies, and

4. stop violating the bilateral agreement between Japan and ROK.

1. 要請

私たちは、映画「主戦場」の上映を予定または検討している皆様に映画を上映しないよう要請します。既に上映した皆様には、二度と上映しないよう要請します。

2. 被害者

私たちは、出崎幹根氏が学術研究を装って作成・監督した映画「主戦場Shusenjo— The Main Battleground of the Comfort Women Issue」の被害者です。彼の実態は詐欺師だったのです。私たちは、彼を信義則違反と詐欺行為と人権侵害で裁判所に訴えています。

被害者は私たちだけではありません。櫻井よしこ氏(ジャーナリスト、国家基本問題研究所代表)、杉田水脈氏(衆議院議員)、加瀬英明氏(外交評論家)、ケント・ギルバート氏(ジャーナリスト、米国加州弁護士)、トニー・マラーノ氏(ジャーナリスト)も同映画の被害者で、合計8名います。

3. 経緯

3.1. 出崎氏は上智大学の大学院生だったとき、いわゆる「慰安婦問題」を卒業プロジェクトとして研究していました。2016年5月~2017年2月にかけて、彼は私たち8名の意見を聞くために、個別にインタビューを要請しました。そのとき、インタビューの撮影も要請しました。

3.2. その際、出崎氏が私たちに説明した卒業プロジェクトの内容はほぼ同じで、山本優美子宛のメールは以下のとおりです。

「大学院生として、私には、インタビューさせて頂く方々を、尊敬と公平さをもって紹介する倫理的義務があります。」

「これは学術研究でもあるため、一定の学術的基準と許容点を満たさなければならず、偏ったジャーナリズム的なものになることはありません。」

「よって、公正性かつ中立性を守りながら、今回のドキュメンタリーを作成し、卒業プロジェクトとして大学に提出する予定です。」

3.3. 出崎氏による要請の骨子は、(1)倫理的義務を果たす、(2)学術的基準を満たす、(3)公正性と中立性を保持するドキュメンタリーを作成し、および(4)卒業プロジェクトとして大学に提出する、でした。彼の説明を額面どおりに受け止めた私たちは、要請に賛同しました。

3.4.  インタビューと撮影は上智大学の教室などで行われ、出崎氏は卒業プロジェクトチームの大学院生と一緒でした。彼は上智大学の校章の名刺を持ち、上智大学のレターヘッドの便箋を使っていました。その際、撮影に同意する書面が用意され、私たちは、その同意書に署名しました。私たちの何人かは著名なジャーナリストであるにも関わらず、彼のために無償でインタビューを受諾しました。

4. 商業映画作成と上映

インタビュー以来2年ほど、出崎氏から私たちへの連絡はありませんでした。ところが、2018年9月、出崎氏は自分が監督・製作した映画「主戦場」を10月に韓国の釜山映画祭で上映するとのメールを私たちに送ってきました。2019年2月には、4月から日本各地の映画館で入場料を取り、映画を一般公開するとのメールを送ってきました。卒業プロジェクトを学術研究の発表だと信じていた私たちにとって、この通知は青天の霹靂でした。

5. 信義則違反と詐欺行為の事例

 5.1. 出崎氏は映画公式サイトのDirector’s Notesで「Being a male, Japanese-American director allowed me access to interview Japanese nationalists, who regarded me as an unbiased, Japanese, rational male.(私が日系米国人男性の監督だったので、日本のナショナリストたちは偏りのない日本の理性的な男性として私の取材を受け入れました。)」と記述しています。さらに彼は映画の中で私たちをナショナリストと呼んでいます。インタビュー要請のメールにもインタビュー時にも、彼は私たちを国家主義者とか国粋主義者と呼んではいません。また、映画が公開されるまで、藤岡信勝は出崎氏が日系米国人であったことさえ知りませんでした。私たちは監督が日系米国人だからではなく、学生の研究だからインタビューに協力したのです。

5.2. 映画公開後に判明したのは、出崎氏が当初から卒業プロジェクトだけではなく、一般公開する映画を作る意図を持っていたことです。在学中にも関わらずクラウドファンディングを立ち上げて映画用資金を集めていました。また、人を対象とする研究として受けるべき上智大学院の研究倫理審査も受けていませんでした。彼は本来の目的を隠して私たちとのインタビューを済ませたのです。

5.3.  私たちを侮辱しようとする映画のスキームは露骨に挑発的なのです。映画は私たちをまるで犯罪人のように大写しで並べ、私たちを侮辱するテロップを流します。インタビュー場面を意図的に編集し直し、私たちの印象を悪くしています。出崎氏は意図的に、かつ、一方的に、私たちを「ライト・ウィング、リビジョニスト、ナショナリスト、レイシスト、ファシスト、セクシスト」と呼んでいます。

5.4. 上記3.3.段落で述べましたが、私たちへのインタビュー要請時の核心部分(倫理的義務、学術的基準、公正性と中立性や卒業プロジェクト)は、映画のどこにも見られません。

6. 民事訴訟、刑事訴訟と上智大学不正研究調査

6.1. 上映開始後、私たちは出崎氏と配給会社に上映中止を要請しました。彼らが要請を拒否したので、私たちはやむなく裁判に訴えました。現在、私たちは民事訴訟で出崎氏と配給会社に信義則違反に基づく上映停止と損害賠償金を求めています。刑事訴訟では、著作権侵害罪と詐欺罪で告訴が受理され、これから審理が行われます。

6.2. 上智大学に関しては、私たちは出崎氏の指導教授であった中野晃一教授宛てに研究参加同意撤回書を送りました。中野晃一教授は、出崎氏の卒業プロジェクトの責任者であるにも関わらず、撤回書を無視し、大学の研究倫理規定を守ろうとしませんでした。それどころか自ら映画に出演し、映画の宣伝もしています。私たちは上智大学に対し、出崎氏と中野教授の研究不正行為を訴え、調査を申し入れました。現在大学は委員会を立ち上げて調査中です。

7.  言論と表現の自由弾圧に対する反論

7.1. 出崎氏は各地の上映会に監督として登場し、聴衆に対し、私たちの訴訟が、彼の言論と表現の自由を弾圧していると糾弾しています。善意の研究協力者を当初から騙そうとした意図こそ、言論と表現の自由を踏みにじる行為なのです。慰安婦問題を扱う映画が両論を提供するのは当然ですが、その提示手段は公平性や中立性を欠き、学術研究の名に値するものではありません。

7.2. 上智大学大学院の研究倫理規定を無視して作成された映画が上映され続けることは、上智大学の社会的信用の失墜と、学術研究全体への信頼の崩壊へと繋がります。「不当な日本批判を正す学者の会 AACGCJ ( https://aacgcj.org/ )」は、55名の学者連名で「学者の声明:映画『主戦場』 に係る上智大学の研究倫理を問う」を発表しました。

7.3. 2019年4月の公開以降、映画は日本各地の映画館や公共施設、北米・欧州各地の大学や施設で上映され続けています。現在はコロナウィルスの影響で上映会は止まっています。しかし上映再開は、私たちに対する信義則違反のみならず、真理を探求する研究者や一般大衆を一方的に洗脳する悪質な手段になります。この映画こそ、言論と表現の自由を冒涜するものなのです。上映を許してはなりません。

  1. Urgent Request

We, the originators of this letter, sincerely request those who plan to screen the film to the public cancel the plan.  We also cordially request those who have already screened it to the public shelve any plan to screen it again in future.

  1. Victims

We are victims of the film directed and produced by Mikine Dezaki who presented himself in the guise of a student researcher.  He was, in fact, a con artist.  We have already filed suits in court against him for breach of good faith, fraud, and human rights violation.

There are five other victims: SAKURAI Yoshiko (journalist and President of the Japan Institute for National Fundamentals), Congressperson SUGITA Mio, KASE Hideaki (diplomatic analyst), Kent Gilbert (journalist and attorney-at-law in California), and Tony Marano (journalist).

  1. Background

3.1.        While he was taking on the Comfort Women issue as a postgraduate study at Sophia University, Dezaki individually contacted eight of us from May 2016 through February 2017 to request for our opinions on the issue.  His request included videotaping each interview session.

3.2.        Dezaki’s explanation of the postgraduate study to each of us was similar in content.  A request e-mailed to YAMAMOTO Yumiko is provided below:

“As a graduate student, I have an ethical obligation to present the people I interview with respect and fairness.”

“This is an academic research.  It must meet certain academic standards and expectations, which would prevent it from becoming a biased journalistic piece.”

“So, I will produce it with equitability and neutrality.  I am going to submit it to the University as a graduation work.”

3.3.        The gist of his explanation above consists of (1) performing the ethical obligation, (2) adhering to the academic standards, (3) producing a documentary that ensures equity and neutrality principles, and (4) submitting it as a postgraduate work to the university.  All of us took his words literally.

3.4.        Dezaki held videotaped interviews at a Sophia classroom and other places with the help of his postgraduate associates.  He presented us his name cards printed with the university emblem.  He also used the Sophia letterhead stationery.  He then provided us with a letter of consent for videotaping the interview, on which we signed.  All of us, for the sake of his endeavor, agreed to the interview without any charge even though some of us are renowned journalists.

  1. Production of a commercial film and its public release

We heard nothing from Dezaki for about two years since the completion of the interviews.  It was September 2018 when he sent us e-mail that the film Shusenjo he had directed and produced would be screened at the Pusan Film Festival in South Korea in October.  He e-mailed us again in February 2019 that his film would be released in movie theaters in Japan from April.  The public release of the film was the last thing we had in mind because we believed until then that he was committed to his postgraduate work.

  1. Some examples of his breach of good faith and fraud

5.1.        Dezaki entered the following in the film’s Director’s Notes: “Being a male, Japanese-American director allowed me access to interview Japanese nationalists, who regarded me as an unbiased, Japanese, rational male.”  He referred to us as nationalists in the film.  He never addressed us as nationalists neither in the first e-mail requests for interview nor during each interview session.  Nobukatsu Fujioka did not know until the film’s release Dezaki was an American of Japanese descent.  All of us cooperated with him because he was engaged in a postgraduate work.  His nationality was not any concern of us.

5.2.        What we found out after the film release is that Dezaki had been committed to making the postgraduate work a commercial film from the beginning.  While being a graduate student, he operated crowdfunding to fund his film-making venture.  He did not undergo Sophia University’s research ethics committee review.  He manipulated interviews with us under a false pretense.

5.3.        The film’s scheme to disgrace us is overtly provocative.  Shown in the film are our closeup clips with insulting tickers as if we are criminals in police lineup.  The interview clips are so edited as to give each of us a bad impression.  Dezaki intentionally and unilaterally called us the Rightists, Revisionists, Nationalists, Racists, Fascists, and Sexists.

5.4.        None of the core values such as the ethical obligation, the academic standards, equity and neutrality, and a postgraduate work expressed in his interview requests are even hinted in the entire film.

  1. Civil and criminal actions and the establishment of a university review board

6.1.        We requested Dezaki and his film distributer not to release it in public venues.  Because of their refusal of our request, we had to resort to legal procedures.  Two counts in the civil action are Dezaki and his distributer breached good faith and intentionally caused damage upon us.  Two counts in the criminal action are their copyright infringement and fraud.  Hearings and trials are being held.

6.2.        Because Professor NAKANO Koichi of Sophia University was in the position to supervise Dezaki’s postgraduate work, we mailed the professor a letter to officially retract our consent to the videotaped clips.  Despite his responsibility, NAKANO ignored the letter and did not adhere to the research ethics provisions of the university.  We demanded the university authorities to investigate Dezaki’s work and Nakano’s act of academic malfeasance.  The university already launched a board to investigate the cases.

  1. Counterarguments to Dezaki’s claim of suppression of freedom of speech

7.1.        Dezaki has been promoting a film tour not only in Japan but also in foreign countries.  He as the film director personally addressed the audience each time that our civil and criminal actions are strategic lawsuits against public participation (SLAPP), i.e., we are attempting to suppress freedom of speech.  We claim it is Dezaki who violated the principle because he had deceived us, cooperators of goodwill for his academic work.  It is fair for the film to present pros and cons regarding the Comfort Women issue.  The methods of presentation he employed in it are, by no means, equitable or neutral and, therefore, the film is not worth an academic research work in its essence.

7.2.        Any further attempt to screen the film for public consumption will tarnish the prestige of Sophia University and bring about erosion of the academic research integrity.  The Academics’ Alliance for Correcting Groundless Criticisms of Japan (AACGCJ), with fifty-five academics in their joint names, already issued a statement to question the university’s research ethics.

7.3.        The film as mentioned earlier has been released not only at movie theaters in Japan but also in colleges and facilities in Europe and the U.S.  COVID-19 has temporarily stopped Dezaki’s venture for now.  The film tour, once resumed, would become an unforgiven tool to brainwash the public at large as well as bona-fide researchers for truth, not to mention the breach of good faith imposed upon us.  It is this film that blasphemes freedom of speech.  The film should not be shown to the public.

自称元慰安婦、李容洙氏の叫びとは

自称元慰安婦、李容洙氏の叫びとは

1.驚愕

5月7日、自称元慰安婦の李容洙氏が韓国の大邱で記者会見を開いた。彼女は正義連(旧挺対協)の資金管理が不透明だと批判し、毎週実施される水曜デモにはもう参加しないと述べた。

正義連は慰安婦募金、寄付金、および政府補助金を使って活動してきたようだが、驚いたのは、政府補助金が2016年から2019年まで約13億4300万ウォン(約1億1670万円)もあったことだ[1]。さらに驚いたのは、最初の少女像(高さ1.3メートル)」を製作した彫刻家の金運成氏はこれまでに100体近い少女像を作り、少なくとも31億ウォン(約2億7700万円)の売り上げがあったとされ、高さ10-50センチメートルの少女像も1万体近く売ったと推定されている[2]。少女像には大小を問わず著作権がある。ちなみに金氏は正義連の理事になっている。

検察当局が正義連の資金流用疑惑解明を進める一方、有識者や論説委員などは、国として、あるいは国民として、彼女たちに何ができるのか、何をするべきなのかを模索している。

李氏の批判は一部の人権保護活動家の私欲を白日の下に曝(さら)すと同時に、慰安婦問題に対する未曽有の意識変革をもたらしている。

2.なぜ

李氏はなぜ公の場で正義連を非難したのだろうか。その動機は何なのだろうか。私は彼女の立場になっていくつかの理由を推測してみた。

(1)30年にもなろうとする自分の活動に対し、納得できる結果が出なかった。

(2)自分は主役の1人なのだが、現状のままだと、舞台から引き摺り下ろされるという怯(おび)えがあった。

(3)これまで国内外の多くの場所に出掛けて話をしてきたが、報酬が少なかった。

(4)数年前の大統領晩餐会でトランプ大統領に抱き付こうとした行為が正当に評価されなかった。

(5)「容洙は独島だ、独島は容洙だ」と述べたことを世間が忘れようとしている。

(6)数十年前の実体験とこれまで自分が述べてきたこととの区別が最近あやふやになってきているので、今のうちに、世間の目を逸(そ)らそうとした。

(7)偽善に対する良心の呵責にやっと目覚めた。あるいは、

(8)最近は孤独に耐えられなくなっていた。

3.正義連と尹美香正義連前代表に対する批判

李氏は正義連と尹美香正義連前代表を以下のように批判しているが、多くが金銭に絡んでいる。

「挺対協が元慰安婦を30年間も売り飛ばしてきたことが、今やっと表沙汰になった。私は絶対に…正しい慰安婦歴史館を建てる」[3]

「水曜集会を中断すべきだ」 [4]

「30年間、芸は熊がやり、カネは熊使いがかすめ取った」 [5]

尹美香正義連前代表は、「私利私欲のため国会議員にもなっていった。容赦できない」 [6]

「尹氏に空腹なので食べ物を買ってほしいと頼んだが、カネがないと断られた [7]

4.韓日学生交流の提言

李氏は正しい歴史が何なのかを理解している。と同時に、韓日双方が受け入れられる歴史があれば、憎らしい正義連はともかく、自分たちすべてが否定されることも知っている。その上で以下のように訴えている。

「日本は1000年後も1万年後も慰安婦問題のために謝罪し、賠償しなければならないが、そのためには韓日両国の学生が正しい歴史を学ぶ必要がある。…。これを実現するためには両国が親しく過ごし歴史の勉強をしなければならない」[8]

5.自称元慰安婦の懊悩

5.1.人権活動の推進

日本を糾弾する慰安婦問題が韓国で大きなうねりとなったのは1990年代初めに挺対協(現正義連)が設立されてからだ。挺対協は慰安婦制度の被害者の名誉と尊厳を回復させ、人生の安定と自由を確保するという方針のもとに日本を糾弾する活動を始めた。

李氏は、1992年6月、元慰安婦だったと名乗り出た。そして慰安婦制度の被害者になり、いろいろな活動に参加するようになった。

正義連の目的は、日本による女性への人権侵害を世界に訴え、日本を糾弾することだ。しかし活動を継続させ、広げるためには資金が必要だ。そこで一般からの寄付を募ることにした。学生を含めた民間人からの募金や企業からの寄付が集まるに連れ、活動は国内から国外へ、国連へと広がっていった。政府からの補助金を得てからは、正義連は政府公認団体となった。とは言え、資金はいくらあっても足りないので、正義連は高額な慰安婦像売買、慰安婦問題関連商品の販売などにも精力を傾けていった。

李氏はそういう枠組みを理解していたつもりだった。

ところが最近になり、3つのことが李氏を悩ませるようになった。1つは、正義連が作り上げてきた自分の人格に対する以前からの批判だ。2つ目は、慰安婦問題の主役は誰なのかということだ。3つ目が、尹氏はもう正義連の代表者ではなく、国会議員になるということだ。

李氏の叫びはそこから派生したものだ。

5.2. 固定観念への疑問

李氏は過去30年を振り返った。恥ずかしさや悔しさが滲み出る思い出があり、高揚感に満ちた思い出もある。講演会や報道関係者との応答などを通じ、多くの人たちに会い、自分の過去を語り続けてきた。2007年には米下院公聴会やハーバード大学などでも自分の体験を証言した。2011年にはアメリカのニュージャージー州パリセイズパーク市に設置された慰安婦碑(*日本軍が20万人の女性を拉致したと記す)の前で号泣した。

様々な場所で会った人たちの自分に対する知識は、すべて自分が中国や台湾などで過ごした1944年からの2年間に凝縮されている。これまでの長い人生のうち青春と呼ぶにはあまりにも短い時間を断片的に切り取ったものだけだ。そして現在の自分を告発者としてしか見ていない。

人は幼少時代、青春時代、壮年期時代を経て人生の後半を迎える。李氏は大邱で生まれ育ち、弟4人のために幼い頃から働いた[9]。そんな辛さもあったが、父や母やおばさんの声は覚えている。14歳か15歳か16歳だった時、軍帽を被った日本人に連れ去られ、その際ワンピースと革靴をもらったような記憶がないではない。戦後、台湾から故郷に戻った。そして朝鮮戦争を含む激動の時代を居酒屋や屋台などで働きながら乗り切ってきた[10]。母の死後は保険会社の勧誘員としても働いた[11]。1989年に結婚したが、疑い深く暴力を振るう夫とは2年ほどで離婚した[12]。そんなごたごたに辟易していた1991年8月、金学順氏が元慰安婦として名乗り出た。挺対協の誘いに乗り、多くの女が自分たちは元慰安婦だったと告白し始めた。李氏も元慰安婦になることにした。渡りに船だった。

そんな過去を振り返っても3つの疑問は解消されない。尹氏は国会議員になるが、自分は没個性の慰安婦仮面を被ったままだ。

5.3. 没個性化の克服

人は嘘を言ってはいけないと言われて育つ。それでも世の中には嘘が溢れている。李氏もそんな相反する世の中を幼いながらも見てきた。自分は便宜上嘘をつくが、他人の嘘は許せない。自分は誰かを利用しても、誰かに利用されたくはない。

李氏は考えた。自分の人格は正義連の尹美香氏などに言われて作り上げてきた1944年から2年間の虚像だ。記憶と意識の作用を意図的に乱し、良心が志向することを無視して作り上げたものだ。

李氏は是が非でも自分の新たな姿を残したくなった。そのためには何をどうすれば良いのか。

日本に対する千年の恨(はん)を声高に主張するのも一つの方法だが、それだけでは弱い。数年前どこかで話した韓日学生交流による歴史的考察は、あまりにも白々しい。自分自身がその限界を知っているからだ。

他に手段はないのか。公けの舞台でもう一度主役になり、主役のまま舞台を去りたい。そこで思い当たったのが暴露戦術だ。資金管理不正を告発すれば、世間は注目する。そこに新たな自分が生まれる。失敗してもこの方法なら、正義連と尹氏は無傷では切り抜けられない。

李氏は、叫び声を挙げることにした。「条件反射的反日だけでは問題を解決できない」などという学者の意見など、自分にも正義連にも政府にも関係ない。

6.以上は私が想像した李氏が叫び声を挙げるまでの過程だ。惜しまれるのは、それまで誰も李氏に女性史研究家だった山崎朋子氏が『サンダカン八番娼館』で書いたおサキさんのことに触れなかったことだ。誰も李氏にキリスト教徒で民主化運動指導者だった威錫憲氏が残した言葉を伝えなかったことだ。

6.1.山崎氏はおサキさんについて、以下のように書いている[13]。おサキさんは10歳で兄に300円で売られ、〝からゆきさん〟としてインドネシアへ行き、戦後夫と息子と共に京都へ行き、寡婦になってから故郷の九州へ戻り、天寿を全うした。からゆきさんとは明治から戦後まで日本から海外へ出掛け、売春婦になった女性のことだ。

〈おサキさんは、…。人びとから差別の目をもって見られながら、拗ね者になったり、反社会的な行為をしたりすることなく、かえって自己の人格を高めたのだ。…。おサキさんの(*思いやり)は、人間はもちろんのこと、「あれも、いのちのあるもんじゃけん――」と言って、自分の食物を削って九匹の捨て猫に分けあたえるほど広いのである。〉

6.2.威錫憲氏は、下記のように書いている[14]

〈「人間は抵抗するものだ。抵抗すること、それがまさしく人間である。…。生活体験というものは、個人が自己の存在を独自な価値を持つ人格的なものとして理解して掘り下げ、とらえ、表そうとすることから生じるものであ」る。〉

7.李容洙氏の目論見は叫びによって一見成功したようだ。しばらくの間は孤独感に苛(さい)まれることもないだろう。しかし、正義連の資金管理に司直の手が入ったことと、世間による彼女の人格評価とは別物だ。誰にとっても現実は厳しいが、人格者に救われる人は多い。歴史認識とは無関係だが、結果として李氏は歴史に名を残すことになった。

OUTCRY OF LEE YONG-SOO,  FORMER COMFORT WOMEN

1.Surprise

Lee Yong-soo, a self-proclaimed comfort woman, held a press conference in Tague, South Korea, on May 7.  She accused Seigiren by questioning its money management practices.  She added that she would not join the Wednesday demonstrations any longer.

Seigiren (the Korean Council for the Women Drafted for Military Sexual Slavery by Japan) gets not only private funding from individual and corporate donors but also government subsidies.  What is surprising is it obtained 1.343 billion won (approximately 116.7 million yen) from the South Korean government from 2016 to 2019.[1]  Another surprise is that Kim Eun-Sung, the sculptor who made the 1.3-meter-tall girl statue in front of the Japanese Embassy in Seoul, made more than 100 replicas and cashed in at least 3.1 billion won (approximately 277 million yen) so far.  Kim is believed to have sold close to ten thousand smaller statues (10 to 50 centimeters tall). [2]  The replicas, large or small, are copyrighted.  He is one of the directors of Seigiren.

While the prosecutors are investigating Seigiren’s accounting irregularities, the intellectuals and media columnists are struggling to find out what the nation and the public can do or should do for the comfort women issue.

Lee’s accusations have not only uncovered personal greed of certain human rights advocates but also brought about an unprecedented change in public perceptions of the issue.

2. Why?

Why did Lee publicly criticize Seigiran at all?  I got intrigued to figure out what prompted her to do it.  Putting myself in her shoes, I try to make a guess below.

(1) Lee has not been happy with results of her commitments for the past 30 years.

(2) Though she has been one of the key players, she is getting afraid of being pulled out of center stage as things are going on now.

(3) She has not been duly paid for her commitments in places both domestic and foreign.

(4) Her act to give a hug at President Trump at a presidential banquet has not been properly recognized.

(5) The public is no longer paying any attention to her bold statement that “Yong-soo is the Dokdo and the Dokdo is Yong-soo.”

(6) Because she recently finds it hard to tell which is true, her personal experience of decades ago or what she has been narrating about it, she intended to divert the public attention to something else.

(7) She has, at long last, begun to have qualms of conscience about having practiced hypocrisy.  Or,

(8) She has lately been suffering from isolation.

3. Criticisms against Seigiren and its former leader Yoon Meehyang

Most of Lee’s criticisms are related to money as shown below.

Lee sobbingly said, “The fact that the Korean Council (Seigiren) has been making business of the former comfort women for the past 30 years came to light at last.  I will swear to construct a comfort women history museum.” [3]

Lee appealed, “The Wednesday demonstrations should be terminated.”[4]

Lee complained, “The bear trainer taught bears to do tricks and the trainer swindled all the money for the past 30 years.”[5]

Lee fumingly said, “Yoon Meehyang became a congressperson for her personal greed.  It is unforgivable.”[6]

Lee once asked Yoon to buy some food because she was hungry.  Yoon refused to do so by saying, “I don’t have money.”[7]

4. Proposal of exchanges of South Korean and Japanese students

Lee understands what righteous history is.  She is well aware, at the same time, the authenticity of the hateful Seigiren as well as all self-proclaimed comfort women would be denied if there comes a day when both South Korea and Japan can share common historical perceptions.

Lee preached, “Japan must apologize and pay reparations to the comfort women for the next one thousand years, even ten thousand years.  It is necessary, as a prerequisite, for the students both in South Korea and Japan to learn history from a proper perspective.  Both nations must become friendly to put the process on the right track.”[8]

5. Dilemma of the self-proclaimed former comfort woman

5.1.    Promotion of human rights activities

The comfort women issue made a big wave in South Korea in early 1990s when Seigiren was established.  Seigiren launched a policy to restore honor and respect and to secure stability and freedom of the victims of the licensed prostitution system and began a variety of protest activities against Japan.

Lee came forward as a former comfort woman in June 1992.  She became one of the victims of the system and took part in Seigiren activities.

Seigiren’s purpose was to denounce Japan by appeal violations of the women’s rights to the world.  It required funds to promote and continue its campaigns.  Its leaders decided to collect donations from the public.  As donations came in from students and people and from businesses, so Seigiren expanded its campaigns overseas and to the United Nations.  Once it succeeded in obtaining subsidies from the government, Seigiren became a government-endorsed entity.

Funds would never be sufficient.  So, Seigiren committed itself to raise money by selling girl statues and other comfort women related goods.

It was only recently when Lee got concerned about three things.  One is a long-standing criticism against her personality, the image of which Seigiren created.  The second is a question of who should be at center stage as far as the comfort women issue is concerned.  The third one is Yoon is no longer a civic leader but a congressperson.

Lee’s outcry derives from the three things above.

5.2.    Misgivings about stereotypical views

Lee reflected on her life for the past 30 years.  Some recollections were embarrassing but others were elating and pleasant.  She always narrated her sufferings at seminars and media availabilities, meeting with a variety of people.  She took a witness stand at the U.S. Congress and at a Harvard University hall in 2007.  She cried loudly at Palisades Park in New Jersey in 2011 when a comfort women cenotaph was unveiled, an inscription of which stated that the Japanese military abducted 200,000 women to warfront.

The knowledge of those people Lee met at various places is limited to the two years since 1944 when she was in China and Taiwan.  The timeframe—too short for anyone’s adolescent years—was, at best, a fragmentary phase of her long life.  And they regard her only as an accuser.

One goes through a life being a child, an adolescent, and an adult before becoming an aged.  Lee did so, too.  Being born and raised in Taegu, she had painful days because she had to work for four younger brothers.[9] She still remembers voices of her father, mother, and an aunt.  When she was 14, 15, or 16, a Japanese who put on a military cap gave her a dress and a pair of shoes and took her away though her memories are not so clear today.

After the war ended, Lee returned from Taiwan to Taegu.  Working as a waitress at taverns and grab-joints, she managed to live through such hard times as the Korean War.[10]  After her mother’s death, she worked as an insurance vender, too.[11]  She got married to an elderly man in 1989 but got divorced in two years as he was very suspicious and violent.[12]  In August

1991 when she was sick and tired of the personal trouble, Kim Hak-sun came to the fore as a former comfort woman.  Quite a few women followed her suit in response to Seigiren’s encouragement.  Lee decided to join them.  She viewed it as a godsend.

Those recollections did not help her overcome the three embarrassing questions.  Things are moving; Yoon would soon become a congress person.

Lee remains as a woman putting on a comfort woman mask, which is nothing but a symbol of depersonalization.

5.3.    Overcoming the depersonalization

One grows being told not to tell a lie.  Reality is the world is full of lies, which Lee also personally experienced.  Lee allows her to tell a lie for the purpose of convenience.  It is unforgivable, however, for others to tell her a lie.  Likewise, she does not mind using others for personal benefit, but she does not want to let others use her.

Lee gave a serious thought about the status quo for a while.  Her personality was a work-up of Seigiren and Yoon; an idolized creation for the two years since 1944.  It was a product intentionally defying her memory, reason, and conscience.

Lee made up her mind that she should create a new personality.  What should she do?

One way is to appeal to the public the Han of a thousand years against Japan more loudly than ever before.  She knows it has already become a

cliché.   A proposal of historical reviews by students of both South Korea

and Japan—which Lee talked about a few years back somewhere—is superficial at best.  For, she is aware of its limitations.

There must be other means.  Lee wants to be a central player on stage again and leave the stage as one.  …  It dawned on Lee.  Exposing hidden malpractices would do.  The world would pay attention to her once again, which ushers in her new image.  Even if her exposure tactics fails, Seigiren and Yoon would not survive unscathed.

Lee finally decided to cry out loud.  She or Seigiren or the government could care less about an academic criticism that Pavlovian anti-Japanese campaigns alone would not solve the issue.

6. What I wrote above is my guess of Lee’s flow of thoughts. It is quite unfortunate for no one to have mentioned her what Tomoko Yamazaki, a Japanese historian on women, wrote in her book about Osaki-san in 1972 and what Ham Seok-heon, an avid Quaker and a pro-democracy movement leader throughout his life (1901-1989), stated in his book in 1962.

6.1.    Yamazaki wrote the following about Osaki-san.[13]

“Osaki-san was sold as ‘Karayuki-san’ by her brother Funazo for 300 yen when she was ten years old.  She was taken to Sandakan in Borneo, Indonesia and she became a prostitute at the age of 13 (*Karayuki-san are Japanese prostitutes who did business in foreign countries).  After the war, she fled from Manchuria with her husband and a son and lived in Kyoto; upon her husband’s passing, she alone came back to Kyushu; and she peacefully died there years later.”

“Osaki-san, despite her having been exposed to the villagers’

prejudice in Kyushu, elevated her personality to a noble level, without becoming cynical or anti-social.  She had a big heart not only toward other people but also toward nine stray cats living around her house.  Osaki-san gave them food while having barely enough food for herself.  She said to me, ‘They also have a life to live through.’”

6.2.    Ham Seok-heon wrote as follows in his book.[14]

“A human being is born to resist.  Resistance proves the existence of the human being.”

“Life experience derives from a mental process of understanding, scrutinizing, and demonstrating one’s existence as a unique and valuable personality.”

7. Lee Yong-soo’s attempt seems to have achieved an objective. She would not feel lonely for a while.  But the authorities’ investigations to the allegations against Seigiren’s fund management are irrelevant to public appraisal of Lee’s personality.  People always face a harsh reality, but the reality also sees many people being saved by a person(s) of integrity.
Lee Yong-soo will earn her place in history though it has nothing to do with historical perceptions.
