本日のSF慰安婦の日の制定の決議の結果についてご連絡します。

今日は、お忙しいところ、また急なお願いにもかかわらず、スピーチに来てくださった方、心の中で応援してくださった方、お祈りしてくださった方、どうもありがとうございました。

結果は残念ながら、9月22日2017年をサンフランシスコ市及びサンフランシスコ郡で慰安婦の日と制定する決議案、決定となりました。ただし、決議案に修正がはいり、この部分が消去されました。

本日市議会で10名が反対のスピーチをしました。
US各地、日本、その他世界各地からのメールの抗議はかなりの数になったようです。

ここ2年間、慰安婦碑決議、教育決議、そして今日の慰安婦の日決議と、皆さんはお忙しいところを署名、抗議のメール、資料の送付、お知り合いへの呼びかけと奔走されました。

サンフランシスコに住む我々も、サンフランシスコに正義はあるのか、あってほしいと思い皆さんと一緒に歩んできましたが、壁を打ち破ることはできませんでした。

今日の慰安婦の日決定とともに3点セットがサンフランシスコに火をともしました。
サンフランシスコでは遅れ来る子供たちに負の遺産をのこすこととなりました。
力及ばず、大変申し訳ありませんでした。

しかしながら、このお一人お一人の声が、思いが市議に届いたのは事実です。

今後も、慰安婦推進派は教育等に熱を入れていくことでしょう。
そして、いわゆる南京事件などに、再び熱をそそぐことでしょう。
しかし、希望の光はトンネルの向こうに輝いていると信じます。

今までサンフランシスコのために、本当にたくさんのご支援、ご声援をどうもありがとうございました。
感謝申し上げます。

9月19日サンフランシスコ議会にて、「2017年9月22日をサンフランシスコ市及びサンフランシスコ郡の慰安婦の日に制定する決議」は「WHEREAS, The Japanese government to this day has never officially apologized to those survivors; and(日本政府はこれまで生存者に対して公式謝罪していない)」の部分を除いた修正案で採択されてしまいました。

「慰安婦は数十万人の性奴隷、20世紀最大の組織的な性奴隷制、殆どが死亡」の文はそのままです。

公聴会では10名が決議に対する反対意見を立派に述べました。日本人・日系女性8名、青年2名(内一名は白人)。
SFのように中華系が多い地域で、公開の場で反対を述べることは大変な勇気がいることです。
10名の皆様を尊敬し、心より感謝申し上げます。本当に有難うございました。

サンフランシスコ有志からのお願い

サンフランシスコで、2017年9月22日をサンフランシスコ市及びサンフランシスコ郡慰安婦の日に制定する決議が決定しそうになっています。
この議題についての市議会は、9月19日(火)2:00PM~、日本時間20日(水)6:00AM~です。

9月22日がサンフランシスコ慰安婦碑の除幕式の予定となっているその日を慰安婦の日にしようということです。
(慰安婦碑の設置については、既に委員会、市議会、市長がOKとなっているのでこの段階で覆すのはほぼ不可能だと思います。)

なんとかして、9月19日の市議会で慰安婦の日の制定を決定することなく、後日に回させ、なんとか阻止につなげたいと思います。

このまま、抗議、反対とうの意見がなければ、ほぼ間違いなく慰安婦の日制定は決定します。

皆様、お一人お一人のメールが慰安婦の日制定を止める力となります。ここ数日の戦いです。

どうか、抗議のメールを市議会の議員に送っていただきたく、ご協力よろしくお願い申し上げます。

Resolution declaring September 22, 2017, as Comfort Women Day in the City and County of San Francisco.

WHEREAS, The term “comfort women” euphemistically refers to hundreds of thousands of women and young girls who were forced into sexual slavery by the Imperial Japanese Army during its colonial and wartime occupation of Asia and the Pacific Islands from the 1930s through the duration of World War II; and

WHEREAS, This system of sexual servitude was the largest organized system in the twentieth century; and

WHEREAS, Most of these women died but those who survived courageously broke their silence, therefore aiding the movement against sexual violence during war; and

WHEREAS, The International Community has declared sexual violence as a strategy of war a crime against humanity; and

WHEREAS, The Japanese government to this day has never officially apologized to those survivors; and

WHEREAS, This system of sexual slavery helped pave the way for systems of sex trafficking; and

WHEREAS, Sex trafficking and sexual slavery during wartime is still going on; and

WHEREAS, The San Francisco Board of Supervisors passed Resolution 342-15 calling for the building of a memorial to the comfort women in San Francisco and to educate its students about the history, past and present; and

WHEREAS, The Comfort Women Justice Coalition, a broad coalition of immigrant communities women’s organizations, and 11 human rights groups organized to build the memorial for “comfort women;” and

WHEREAS, On September 22, 2017, the statue “Comfort Women: Pillar of Strength” will be unveiled in St. Mary’s Square Annex; now, therefore, be it

RESOLVED, That September 22, 2017, be declared a day to honor and remember the Comfort Women.

    I’m quite surprised to know that your City is going to designate September 22 as the Day of Comfort Women.
    I strongly disagree to your resolution from the following two viewpoints.

    1. The argument to the effect that the Imperial Japanese military used many young foreign people as sexual slavery during the World War II is based on wrong/incorrect information.
    It is quite certain that they (young? Korean girls, in particular??) were actually prostitutes or camp followers who were well paid, as the investigation report made by the US Army during the War clearly states. Before you are to pass the resolution, you should make your own investigation and clear evidence yourself.

    This matter of so-called “comfort women” had never been brought up by the Koreans until 1990’s when the matter was erroneously put into articles of the Asahi Newspaper. (Later, the information-giver admitted that the fake information was provided to the Asahi to earn money, and the Asahi also officially apologized that the articles had been wrong. There has been no clear evidence in writing until now that the Japanese military forced young foreign females to work as sexual slavery.
    Instead, there exists a lot of evidence that the then Japanese police tried to control human trafficking and abduction (mainly by Korean people). At that time, Korea was part of Japan, but people were poor and so, it is said that young girls were often sold by their parents by way of Korean intermediaries, and many of such girls became prostitutes. Yet, they had been well paid. Also many poor, non-educated girls wanted to earn money by selling their bodies. Should many girls had been abducted by the Japanese military and later killed, it is quite strange that no one (no Korean) had made claims against the Japanese government after the war until 1990s, for more than 40 to 50 years.

    2. To my opinion, it is only detrimental to the relations between Japan and Korea and other Asian countries, as well as to the relations between Japan and San Francisco and the United States as a whole to adopt this kind of resolution without making thorough investigation and finding clear-cut evidence. If you are relying solely on the words of so-called former comfort women, you will come to regret it in the end.
    You must know that the contents of comfort-women’s arguments have been changing quite a lot. And, their statements are sometimes related to American soldiers (from the time of Korean War). For instance, they state that they were taken to some other places by helicopter. The Japanese military never ussed helicopters.

    In general, it is true that many bad things happen during wars, but after the war, we should not make complains based on unproven or fake facts, or even if there were some proofs, we should not make noise after the conclusion of peace treaty. We should always take a forward-looking attitude, but not the opposite.

    Our sense of value changes with the time. We should not see the things in the past from the present sense of value.

    I hope that you do not adopt the resolution in question. Should you do that, you will also loose your confidence especially from the Japanese.
